Osmanlı Devleti kuruluş yıllarından itibaren diplomatik ilişkiler kurduğundan
diplomasinin uygulanmasında büyük önem arz eden elçiler de devlet nezdinde önemli bir
yere sahip olmuşlardır. Elçilerin başka devletlere gitmek üzere görevlendirilme sebepleri
çoğunlukla siyasi ve askeri sebepler neticesinde gerçekleşirdi. Bu durum zaman içerisinde
ülkelerin birbirlerinin kültürlerini öğrenmesine de sebebiyet verdi. Devletlerarası
ilişkilerde büyük önem taşıyan elçi kabulleri devletin geleneksel ve kültürel yapısını
yansıtırdı. Nitekim resm-i kabul törenleri devletlerarası ilişkiler neticesinde şekil aldığı için
temel bazı kaidelere rağmen her elçinin kabul töreni aynı doğrultuda şekil almamaktadır.
Çalışma III. Ahmed Dönemi'nin Lale Devri'ne kadar olan kısmında (1703-1718) Osmanlı
Devleti'ne gelen Avusturya ve Rus elçilerinin resm-i kabul törenlerinde gerçekleşen
teşrifatı ve bu doğrultuda söz konusu devletlerle yaşanan diplomatik münasebetleri ortaya
koymayı amaçlamaktadır. Göreceli bir barış dönemi olan III. Ahmed'in saltanatı sınaî ve
sosyal alanlardaki gelişmelerle kendisinden söz ettirir. İlgili dönemde Osmanlı Devleti'ne
gitmek üzere Avusturya üç, Rusya ise beş elçi görevlendirmiştir. 1703-1718 tarihleri
arasında elçilerin kabullerinde uygulanan teşrifat belirtilen dokuz elçinin resm-i kabul
törenleri üzerinden değerlendirilmiştir. Bu sayede Osmanlı Devleti'ndeki genel elçi
kabullerinin III. Ahmed dönemindeki bahsi geçen elçiler üzerindeki yansıması ortaya
çıkartılmıştır.

The Ottoman Empire has established diplomatic relations since its establishment
and tha ambassadors, who are of great importance in the implementation of diplomacy,
have an important place in the eyes of the state. The reason why ambassadors were
assigned to go to other states was mostly for political and military reasons. This situation
has also caused countries to learn about easch other's cultures over time. Ambassador
receptions, which are of great importance in interstate relations, reflected the traditional
and cultural structure of the state. As a matter of fact, since official acceptance ceremonies
are shaped as a result of interstate relations, the reception ceremony of every ambassador is
not shaped in the same way, despite some basic rules. Study It aims to reveal the official
welcoming ceremonies of the Austrian and Russian ambassadors who came to the Ottoman
Empire from the reign of III. Ahmed to the Tulip Era (1703-1718) and their diplomatic
relations with these states in this direction. During the period in question, Austria
appointed there ambassadors to the Ottoman Empire and Russia six ambassadors. The
official acceptance ceremonies of the nine ambassadors will be evaluated over the official
acceptance ceremonies of the nine ambassadors. In this way, the acceptance of the general
ambassador in the Ottoman Empire, The reflections on the aforementioned ambassadors
during the reign of III. Ahmed will be revealed.
