Bu araştırma, İlkokulda bütçe oluşturma ve kullanma süreçlerinin öğrencilerin sosyal ilişki ve etkileşimlerinde oynadığı rolü öğretmen ve velilerin görüş ve deneyimlerine dayanarak ortaya koymayı ve değerlendirmeyi amaçlamaktadır. Bu araştırmada nitel araştırma yaklaşımı kullanılmıştır. Okuldaki durum hakkında derinlemesine bilgi toplama, betimleme ve yorumlama yapma ve var olan durumu ortaya koymaya en uygun nitel yaklaşımın durum çalışması (case study) olduğu düşünülmüştür. Araştırma verileri Ankara İli Altındağ İlçesinde belirlenen bir ilkokuldan elde edilmiştir. 2017-2018 eğitim ve öğretim yılında bu ilkokulda çalışan 9 öğretmen ve bu okulda çocuğu okuyan 10 veli ile çalışma grubu oluşturulmuştur. Öğretmenlerin belirlenmesinde amaçlı örnekleme yöntemlerinden durum örneklemesi seçilmiştir. Çalışma grubunda yer alan velilerin belirlenmesinde teorik örneklem kullanılmıştır. Öğretmen ve velilerden yarı yapılandırılmış görüşme yöntemi ile veriler elde edilmiştir. Öğretmen ve velilerden elde edilen veriler, ilkokulda bütçe oluşturma ve kullanma süreçlerinin öğrencilerin sosyal ilişki ve etkileşimlerini olumsuz etkilediğini göstermektedir. Elde edilen verilere göre, ilkokula kamu eğitim bütçesinden ödenek verilerek değil, bütçe dışı yollara gidilerek ve daha çok velilerin katkıları sağlanarak okul bütçesi oluşturulmaktadır. Okulda para istenmesi öğrencileri okulda mutsuz etmekte, üzmekte, çaresiz kılmakta ve eşitsizliklere neden olmaktadır. Bu durumda çocukların okulu sevme ve okula gitmek isteme, öğretmenini ve arkadaşlarını sevme, derslerini sevme, okula güven gibi duygu ve düşünceleri azalmaktadır. Öğrencilerin de katkılarıyla oluşturulan okul bütçesinden öğrenci etkinliklerine kullanılmadığı ortaya çıkmıştır.
The aim of this course is to present and evaluate the role of budgeting and usage processes in primary schools, which has impact on social relations and interactions of students, based on the views and experiences of teachers and parents. In this research, a qualitative research approach was used. It is thought that the most suitable approach is Case Study to collect the data, interpret and present it about the situation at school. Research data was obtained from a primary school in Altındağ, a district of Ankara Province. In 2017-2018 academic year, a working group was formed with 9 teachers working in this primary school and 10 parents whose children are studying in this school. To determine the teachers, case sample was chosen. To determine the parents in Study Group, theoretical sample was used. The data was obtained from teachers and parents through a semi-structured interview method. The data obtained from teachers and parents show that the process of creating and using a budget in primary school affects students ' social relationships and interactions adversely. According to the data obtained, the school budget is created not by allocating the primary school from the public education budget but by going out of budget roads and by providing more parents ' contributions. Asking students for money in school makes them unhappy, sad, helpless, and causes inequalities. In this case, children's feelings and thoughts about loving school, having a desire to go to school, loving their friends, teachers and lessons, trusting school are decreased. It has been revealed that the school budget created by the contributions of students is not used for student activities.
