1923-1950 Arası Sermaye Sınıfının Oluşumunda Devletin Rolü konulu tez çalışmamızda, değinilen dönemde sermaye sınıfının yapısı, sermaye birikimi ve sermaye sınıfının oluşumunda devletin rolü ele alınmıştır. Türkiye Cumhuriyetinin kuruluşundan birikimin yapısal uğraklarının, piyasa ilişkileri dışındaki müdahalelerden ne oranda etkilendiğini anlayabilmek önemlidir. Bu etkileşimin en önemli aktörlerinden biri de devlet olmuştur. Bunların yanı sıra 1923-1950 arası dönemde sermaye ile kamu otoritesi arasındaki ilişkiler, günümüzde sermaye sınıfının zaaflarını, açmazlarını; Türkiye'nin ekonomik kalkınmasının, sanayileşmesinin, dünya piyasalarındaki konumunun altında yatan içsel faktörleri sınamamıza yardımcı olacaktır. Sonuç olarak bu çalışma, sermaye sınıfı ve devlet arasındaki iktisadi ilişkileri dört döneme (1913-1923 Cumhuriyet Öncesi, 1923-1932 Liberal, 1933-1938 Devletçi, 1939-1950 Savaş Ekonomisi olmak üzere) ayırarak ele almış, her dönemde yaşanan etkileşimler, ekonomi politikaları, dönemler arası geçişlerde ortaya çıkan farklılıklar incelenmiştir. 20. yüzyılın ikinci yarısından itibaren Türkiye'de siyaset, darbeler yoluyla şekillenmiştir. 50 yıl boyunca ekonomik istikrardan uzak, dünya piyasasıyla örtüşmekte zorluk çeken, önemli bir kalkınma hamlesi gerçekleştirememiş bir ülkenin yaşadığı makro sorunlarının kaynağını geçmişinde aramak gerekmektedir. Günümüz ekonomisine de sirayet eden bu sorunları anlamak ve çözüm üretmek ise geçmişte sermaye sınıfı ve devlet arasındaki ilişkilerin tahlilini zorunlu kılmaktadır. Bu çalışma sorunlara çözüm üretmek ve günümüz ekonomisine ışık tutmayı amaçlamaktadır. Anahtar Kelimeler: Kapitalist Sınıf, İzmir İktisat Kongresi, II. Dünya Savaşı, Devletçi Dönem.
The present dissertation, entitled The Role of the State in the Making of the Capitalist Class Between 1923-1950, studies how the State has been involved both in the formation and the making of the capitalist class and in the accumulation of capital in the interval spanning from the foundation of the Turkish republic to the mid of the twentieth century. This examination is crucial to understand to what extent, since the foundation of the Turkish republic, the structures of the capitalist class and the acumulation of capital have been affected by the extra-market interventions. At the same time, comprehending the correlations between the capitalist state and the State in that period helps us in examining both current vices and dilemmas of the capitalist class and the internal factors that still underlies the economic development and the industrilization of Turkey alongside its position within the world market. This disseration will present the relations between the capitalist class and the State by dividing the arofementioned period (1923-1950) into four sub-periods as follows; Pre- Republic Era (1913-1923), Liberal Era (1923-1932), Statist Era (1933-1939), War Economy (1939-1950), each of which gives a place the economic policies of era, the interaction between the capitalist class and the state, and peculiarities brought about by the transition one period to the next. Turkish politics has since the second half of the twentieth century been shaped by military coups. To understand the fundamental reasons of the political instability along with the economic instability that has prevented both the economic development and full integration into the world market, it is required to trace back the sources of the problems. Therefore, a study of the early Republic is indispensible to realize the problems and produce solutions to the them, which are still embedded within the national economy. The present dissertation is aimed at producing solutions to the problems and shedding the light on the contemporary Turkish economy.
