Eğitim Yöneticileri, nesillerin yetişmesinde temel faktör olan okulları yönetmekten sorumlu kişilerdir. Bu sorumluluğun gereği olarak başında bulunduğu eğitim kurumunun işleyişini iyi bilmek ve uygulamak durumundadır. Eğitim Yöneticisi bu işlevi, gerekli kuram ve kavramları beceriye dönüştürerek gerçekleştirir. Böylece eğitim kurumu başarılı bir şekilde idare edilir. Eğitim Yöneticilerinin bu bilgi ve becerilere sahip olması iyi bir eğitim altyapısı ve yetiştirme faaliyeti ile mümkün gözükmektedir. Bu yüzden ABD'de eğitim yöneticileri ciddi bir eğitim sürecinden geçirilerek vazifelerine başlamakta ve ülkenin eğitim politikalarının saptanmasına ve uygulanmasına katkıda bulunmaktadır.Bu çalışmanın amacı, yukarıda bahsedilen bilgi ve beceriler kapsamında ABD'de uygulanan eğitim yöneticisi yetiştirme programlarını tanıtmaktır. Bu doğrultuda çalışmada ABD'deki mevcut eğitim sistemi, eğitim sistemi içerisinde yer alan ilgili birimler, yetiştirme programlarının içerikleri, etkililiği, resmi kurumların ve sivil toplum örgütlerinin bu süreçteki rolü ve çalışmaları anlatılmıştır.Çalışmada detaylı olarak okul yöneticilerinin görevleri tanımlanmış, okul öncesi eğitimden yüksek öğrenime kadar okul kademeleri tarihsel gelişim ve ekonomik verilerle desteklenerek açıklanmış ve eğitim sistemi ayrıntılı olarak anlatılmaya çalışılmıştır. Böylece ABD'deki eğitim yöneticilerinin ne tür ortamlarda görev yaptıkları sunulmuştur.Belge tarama yöntemi ile incelemeye dayanan bu çalışmada dikey yöntem tercih edilmiştir. Dikey yöntem; bir ülke incelenirken o ülkeye ait tarihsel, ekonomik ve kültürel etkenlerin de çalışmada yer aldığı karşılaştırmalı eğitim metodudur. Bu metot özellikle bir ülkenin derinlemesine incelendiği çalışmalarda tercih edilen bir yöntemdir.Sonuç olarak, araştırmada Amerika Birleşik Devletleri'ndeki eğitim sistemi ve eğitim yöneticisi yetiştirme faaliyetleri tanıtılarak alana katkı yapabileceği düşünülen incelemelere bu çalışmada yer verilmiştir.Araştırmanın sonucunda elde edilen bulgular ve değerlendirmeler ışığında Türkiye'deki mevcut uygulamaların eksikliklerinin giderebilecek ve Türk Eğitim Sistemi'ndeki eğitim yöneticilerinin yetiştirilmesine katkıda bulunacak veriler sunulmuştur.
Educational administrators are responsible for the managment of the schools which are the key elements of educating generations. Due to this responsibility, they need to know the process of administration of the educational institutions which they lead and should put it into practice very well. An educational administrator achieves this function by turning theory and concept into skills. Thus, the educational institution is leaded successfully. Having this knowledge and skills seems to be possible as a result of a good educational background and preparation process. That is why in the United States of America, educational administrators have been trained via a serious preparation process before they begin their jobs. They also contribute to determine and practice country?s educational policy.This survey aims to present the preparation programs of educational administrators carried out in the USA covering the knowledge and the skills mentioned above. For this aim in the survey, educational system in the United States, departments inside the educational system, the contents and effectiveness of preparation programs, official institutions? and non-governmental organizations? roles and efforts during this process have been written.In this work, school administrators? jobs are defined in detail. School stages, from pre-school to higher education, are explained with historical background and financial data including educational system. Thus, What kind of environment the educational administrators work in is presented.Based on analyzing via documents, in this work, vertical approach is chosen. Vertical approach is a kind of comperative education method which is used when a country is being analyzed with its historical, financial and cultural factors. Thus, this method is generally prefered in the works when a country is examined deeply.As a result, this study which is thought to contribute to the field by introducing American Educational System and praparations of educational administrators is given in this survey.In the lights of the findings and evaluations at the end of the survey, datas have been presented to implement the needs of applications in Turkey and contribute to the preparations of educational administrators in Turkish Educational System.
