Cumhuriyet Halk Partisi'nin yurtdışındaki siyasi partilerle olan ilişkisinin konu edildiği bu çalışmada, parti yönetiminin bu konudaki yaklaşım, yöntem ve tercihleri incelenmiştir. CHP yönetimi, Batılı devletlerin siyasal partiler deneyiminden faydalanmaya çalışmıştır. Ancak parti yönetiminin yurtdışıyla olan ilişkilerinde oldukça seçici davrandığı da dikkat çekmektedir. Parti yönetiminin yurtdışındaki siyasal partilerle yakınlaşmasının tek örneği olarak Fransız Radikal-Sosyalist Partisi'nin liderliğini yaptığı Radikal ve Benzeri Demokratik Partilerin Uluslararası Birliği ile olan yazışmaları gösterilebilir. Parti yönetimi söz konusu birliğe üye olmayıp sadece düzenlenen bazı toplantılara temsilci göndererek katılmayı tercih etmiştir. Dönemin laik, cumhuriyetçi, radikal ve demokratik partileriyle yakınlık kurulması CHP'nin ideolojik çizgisini göstermesi açısından önem taşımaktadır. CHP yönetimi, yurtdışındaki siyasal partileri yakından takip edebilmek amacıyla parti genel merkezinde modern çalışma büroları kurmuştur. Bu büroların ihtiyacı olan bilgilerin elde edilmesinde ise devlet teşkilatından destek alınmıştır. CHP Genel Sekreterliği, Türkiye'nin yurtdışındaki algısıyla da yakından ilgilenmiştir. Parti yönetimi, Türkiye'nin yurtdışındaki tanıtımını yaparken aslında siyasi partiler kategorisinde kendi yerini de belirlemiştir. 1923-1950 tarihlerinde ülke idaresinde devlet bürokrasisinin üstünlüğü söz konusuyken, yurtdışındaki tanıtımlarda ise CHP yönetiminin daha etkili olduğu söylenebilir. Türkiye'de devlet teşkilatı CHP teşkilatını denetleme gücüne sahiptir. CHP'nin devlet teşkilatı karşısındaki bu konumu, onu diğer tek partili yönetimlerden ayıran temel özelliklerdendir. CHP'nin devlet karşısındaki bu konumu onu özgün kılarken aynı zamanda yurtdışıyla olan ilişkilerinde daha seçici olmasına da yardımcı olmuştur. Diğer taraftan CHP'lilerin kendi partilerini benzersiz olarak tanımlaması, partinin belirli bir çizgide yürümesini sağlamış ve böylece yönetimin yurtdışındaki ideolojilerle birlikte anılması engellenmiştir. Bu çalışmada CHP'nin yurtdışıyla olan ilişkileri çok yönlü olarak ele alınmıştır. Çalışmanın açıklayıcı ve geliştirici nitelikte olmasına özen gösterilmiştir. In this study, in which the relationship of the Republican People's Party with the foreign political parties is mentioned, the approach, method and preferences of party's management hereof are studies. The management of CHP (the Republican People's Party) practiced to benefit from the experience of the political parties of the Western states. However, it draws attention that the management of party has also been rather selective in its relationships with abroad. Correspondences with the International Association of the Radical and Similar Democratic Parties led by the French Radical-Socialist Party can be shown as the single example to the convergence of the management of the Party with the foreign political parties. The management of the Party is not a member of the aforementioned association, but it only prefers to participate into some meetings arranged by sending representatives. To be established a convergence with the secular, republican, radical and democratic parties of that period matters in terms of indicating the ideological course of CHP. The management of CHP has established modern officers within headquarter of the party in order to be able to follow the foreign political parties closely. Support has been received from the state organization in order to acquire the information required by such offices. General Secretariat of CHP has been closely interested in the apprehension of Turkey abroad. The management of company has actually determined its own place within the category of political parties while it has been promoting Turkey abroad. The superiority of the state bureaucracy for the administration of the country was a matter between the dates of 1923-1950, it could be said that CHP was more effective for the promotions of Turkey abroad. The state organization in Turkey has the power of auditing the organization of CHP. This position of CHP before the state organization is one of the basic features distinguishing it from other single party managements. Such position of CHP before the state not only individuates it, but also helps it to be more selective in its relationships with abroad. On the other hand, to be defined of CHP as unique by its followers provides the progress of Party over certain line and thereby prevents the management to be called with the ideologies abroad. In this study, the relationships of CHP with abroad are ambidextrously handled. It has elaborated that the study has a descriptive and promotional characteristics.
