Dr. Uğur ESGÜNBu tez çalışmasının amacı, 1982 anayasası ile ortaya konulan rejim sistemi içerisindecumhurbaşkanının konumunu belirlemek ve bu doğrultuda kendisine verilen görev veyetkilerin neler olduğunu irdelemek ve bu konudaki görüşümüzü ortaya sunmaktır.ki bölümden oluşan bu çalışmanın birinci bölümünde, çalışmayı temellendirmekamacıyla rejim sistemleri ve bu sistemlerdeki devlet başkanlarının durumu irdelenmiştir.kinci bölümde ise, cumhurbaşkanın görev ve yetkileri geçmişten bugünümüze kadarkianayasalar içerisinde ve diğer temsili rejim sistemlerindeki devlet başkanlarının görev veyetkileri ile karşılaştırmalı olarak incelenmiş ve kendisine bağlı olan kuruluşlar anlatılmıştır,sorumluluk ve sorumsuzluk halleri ortaya konmaya çalışılmıştır.Sonuç kısmında ise cumhurbaşkanının 1982 anayasasındaki konumu ile ilgiligörüşlerimiz ortaya konmuştur.V

Doç Dr. Uğur ESGÜNThe aim of this thesis study identify the status of the president in the regime systemwhich was established in 1982 constitution and investigate the authorities and duties of thepresident given by this system and represent our opinion on this topic.In the first part of this study which contains two parts, in order to show a base to ourstudy the authorities of regime systems and their presidents are investigated.In the second part, the duties and authorities of a president are investigatedcomparingly with the ones? in the past constitutions and the other representative regimepresidents and the institutions which are bound to him are told, responsibility andirresponsibility situations are tried to be shownOur opinions about statusof the president in 1982 constitution are represented in thelast part.VI
