Günümüzde siyasal, ekonomik ve kültürel değişimlerin yanı sıra bilgi ve iletişim teknolojilerinde de değişim ve gelişmeler söz konusu olmuştur. Küreselleşmenin etkisi altındaki dünyada bilimsel ve yönetimsel ilerlemeler bir kelime türünü meydana getirmiştir: Elektronik devlet. E-devlet kavramı ile geleneksel devlet yapısı değişmiştir. E-devlet ile daha hızlı, şeffaf, etkin ve verimli bir yapıya geçilmiştir. Doğal olarak günümüz dünyasına ayak uydurmaya çalışan vatandaşların da devletten beklenti ve istekleri bu hususta değişmiştir. Vatandaşların, e-devlet hizmetleri hususundaki algı seviyeleri e-devlet sürecinde saptanan amaçlara erişme açısından önemlidir. Bu açıdan çalışmanın amacı, bilgi teknolojilerindeki gelişmelere bağlı olarak ortaya çıkan e-devlet uygulamalarının Kayseri ili sınırlarında ikamet etmekte olan vatandaşlara nasıl yansıdığının ve e-devlet kavramına dair vatandaşların algı ve bilgi seviyelerinin saptanmasıdır. Bu çalışmada başta bilgi çağına ve e-devletin kavramsal ve kuramsal çerçevesine yer verilmiştir. Buna ek olarak Türkiye'deki e-devlet ve uygulamalarına ve istatistiki verilerden yararlanılarak bilişim teknolojilerinin kullanım durumuna değinilmiştir. Akabinde e-devlet olgusuna yönelik olarak vatandaşların algısını ölçmek üzere Kayseri ili düzeyinde anket çalışması yapılmıştır. Anketler ile elde edilen veriler regresyon testi kapsamında analiz edilmiş ve sonuçlar yorumlanmıştır.
Nowadays, there has been changes and developments in the information and communication technologies besides the political, economic and cultural changes. Under the influence of globalization, scientific and administrative progress has generated a new concept: Electronic government. The traditional state structure has changed with the concept of e-government. With e-government, a faster, transparent, effective and efficient structure has been consituted. Naturally, the expectations and desires of the citizens who are trying to keep up with the world today have changed accordingly. Citizens' perceptions of e-government services are crucial in terms of achieving the goals set out in the e-government process. In this regard, The aim of this study is to determine how e-government applications are reflected to citizens residing in the province of Kayseri and the perception and knowledge levels of citizens regarding e-government concept. Initially in this study, the conceptual and theoretical framework of the e-government and the information age have been mentioned. In addition to these, the use of information technologies have been referred by means of e-government and it's applications in Turkey with the help of statistical. Then, a survey was conducted at Kayseri province to measure the perception of citizens for e-government. The data obtained by questionnaires were analyzed within the regression test and the results were interpreted.
