Türkiye'de sivil havacılık hızla gelişmekte, yurtiçi ve yurtdışı operasyonların sayısı da her yıl bir öncekine göre katlanarak artmaktadır. Bu trendin tüm dünya genelinde de aynı olduğu görülmektedir. Artan hava trafiği ve yolcu sayısı ile birlikte havayolu firmalarının uçak ihtiyacı da artmaktadır. Ortadoğu, Asya ve Avrupa'da uçak siparişleri son zamanlarda ekonomide yaşanan durgunluğa rağmen artışını yeni kurulan ve gelişen uçak firmaları sayesinde arttırarak devam ettirmektedir. Uçak pazarının büyük oyuncularından Airbus ve Boeing gibi büyük ticari uçak üreticileri rekabet edebilmek için araştırma ve geliştirme projelerine büyük bütçeler ayırmaktadır. Günümüzde hava taşımacılığında giderler içinde en büyük payı yakıt giderleri aldığı için, uçak üreticileri de araştırma geliştirme projelerinde bu konuya öncelik vermekte ve yakıt tasarrufu konusunda çalışmaktadır. Ancak yakıtın yanında bir uçağın uçabilmesinin iki önemli unsuru olan pilota ve havacılık bilgisine de (uçuş haritası, sayısal navigasyon bilgisi, uçuşun plan bilgileri, vb.) ihtiyaç vardır. Türkiye'de lisanslı pilot eğitimleri sıfırdan başlayıp uçuş simülasyon eğitimlerine kadar tamamı yerli kurumlarca verilebilmektedir. Buna karşın ülkemizde henüz havacılık bilgisi üretecek veya bunu yönetecek bir kurum veya milli bir yazılım sistemi mevcut değildir. Havacılık bilgisi içerisinde en önemli unsurlardan biri uçuş haritalarıdır. Her ülkede bulunan yetkili kurum ürettiği uçuş haritalarını belli periyotta güncelleyerek yayınlar. Her ne kadar bu haritalar Uluslararası Sivil Havacılık Organizasyonu'nun (ICAO) yayınladığı Annex 4 ve Annex 15 yönetmeliklerindeki tavsiyelere uygun üretilseler de, kartografik görselleştirme ve sayfa düzeni farklılıklarının olması pilotların okumasını zorlaştırmaktadır. Pilotların uçuş haritalarını okumasını ve bunlara erişimini kolaylaştırmak için her ülkenin uçuş haritalarını toplayarak hepsini aynı kartografik görselleştirme ve sayfa düzeni standardında üreten firmalar bulunmaktadır. Dünyada standartlaştırılmış uçuş haritası üreterek bu pazara hâkim olan iki büyük oyuncu bulunmaktadır; Jeppesen (Amerika Birleşik Devletleri) ve Lufthansa System (Almanya). Bu firmalar uçuş haritası sektöründe rekabetin zayıf olması nedeniyle yüksek ücretlerle ürünlerini pazarlamaktadır. Ülkemizde ulusal ve uluslararası düzeyde artan uçuş operasyonları ile birlikte uçak ve uçulan havaalanı sayısı da her geçen gün artmaktadır. Uçuş haritalarının fiyatlandırılması meydan ve uçak sayısı üzerinden yapıldığı için ülkemizdeki havayolu firmalarının yurtdışı menşeli bu firmalara ödediği ücret her yıl daha çok artmakta ve neredeyse bu bağımlı hale gelmektedir. Bu çalışmada kapsamında uçuş haritalarının klasik bilgisayar destekli çizim veya vektör tabanlı grafik yazılımlar yerine yeni ve rekabetçi teknolojiler kullanılarak sürdürülebilir ve uluslararası standartlarda bir altyapının üretilmesi araştırılmıştır. Gerekli yazılım ve donanım ihtiyaçları temin edilerek veya geliştirilerek ilk fazda aletli kalkış haritalarının üretimi amaçlanmıştır. Ülkemizde halihazırda bu çalışmaları gerçekleştiren güncel teknolojik donanım, yazılım ve yeterli teknik personel yoktur. Bu nedenle halen bu çalışmalar bu konuda faaliyet gösteren yurtdışı menşeli şirketlerce yapılmakta ve bu hizmet satın alınmaktadır. Çalışma sonucunda elde edilen deneyimin sözü edilen konulardaki bağımlılığın yurt içinde kalması ve bu gibi becerilerin ülkemize kazandırılmasında öncü olması öngörülmektedir.
In Turkey, civil aviation is developing rapidly, and the number of domestic and international operations is increasing exponentially every year than the previous one. This trend seems to be the same all over the world. Airline companies with increased air traffic and the number of passengers increase the demand of new aircrafts. In Middle East, Asia and Europe, in spite of the recession in the economy, aircraft orders through a newly established and developing airline companies continues to increase. Moreover, large commercial aircraft manufacturers such as Airbus and Boeing allocate majority of their budgets to research and development projects for competition. Nowadays, aircraft manufacturers are also giving priority to research and development projects for fuel economy since fuel costs are largest outgoing in air transportation. An aircraft needs not only fuel but also pilot and aeronautical information (charts, digital navigation information, flight plan, and etc.) to perform flight operation. In Turkey, national institutions can provide licensed pilot training from the beginning to flight simulation training. However, not yet, any institution or national software able to produce and manage aeronautical information is not available in Turkey. One of the most important information is required to perform flight operation is digital navigation information, and one of the most important components in them is the terminal chart. Authorized institution in every state is responsible to publish their terminal charts for certain periods. Although these charts are produced in accordance with International Civil Aviation Organization's (ICAO) Annex 4 and Annex 15, cartographic representation and page layout differs in each state's publication. This situation makes difficult to read them by pilots. There are few companies that collect every state's terminal charts to reproduce them in a standard page layout and cartographic representation to make readable and accessible for pilots. There are two dominant players in the market, these are; Jeppesen (United States of America) and Lufthansa System (Germany). These companies sell their products at very high prices because of lack of competition. In Turkey, the number of aircrafts and aerodromes are increasing day by day at national and international level. Aeronautical information charges airlines per aircraft and aerodromes in operation, the cost of this information is increasing dramatically every year, and airlines are becoming more dependent to these companies. In this study, standard instrument departure charts are analyzed to produce by use of cutting-edge and competitive technologies instead of classical computer-aided drawing and vector based graphic applications. Every state authorizes an institution to produce, publish and distribute the Aeronautical Information Publication (AIP) that contains many aeronautical charts and their related information such as navigation aids, waypoints, aerodromes, and communication information. Eurocontrol has published a specification for an electronic AIP (eAIP). This specification aims to produce AIPs in digital format for easy distribution and storage. Therefore, an electronic AIP is a digital version of the paper AIP, usually available in PDF format. Eurocontrol established European AIS Database (EAD) that is the world's largest Aeronautical Information System (AIS), a centralized database of aeronautical information. The EAD currently has 41 fully integrated member states that are distribute their AIPs as electronic format on this system. The EAD system has two types of clients; data provider and data user. Data users are able to download the information is uploaded by data providers throughout the system. The EAD is also hosting data repository that is based on Aeronautical Information Exchange Model (AIXM). FAA (Federal Aviation Administration) and Eurocontrol are developed AIXM (Aeronautical Information Exchange Model) using XML structure and other standards like ARINC 424. It models the important aeronautical features, properties (attributes and associations) and business rules that make up aeronautical information. As such, it can be used as the basis for the design of a database and provides technical and semantic interoperability. The AIXM represents real world based on theoretical construct that is represented and understood by automated systems. Furthermore, it provides a basis for logical data structures used during software implementation. Importantly, it is standardized aeronautical data by all actors in aviation industry. Although the AIXM is large and complex, it is only used in automated processes to make sure that diverse systems can communicate correctly. The model is never be used directly by pilots, AIS staff or other humans. It can be used in; automated production of AIP, automated aeronautical chart creation and publication systems, and etc. The model is designed using the Unified Modelling Language (UML). Thus it is easily converted to any object oriented programming language or used in database modeling without extra efforts. Aeronautical charts in AIP are represented in AIXM as terminal procedures. Terminal procedures are described in the schema based on the ARINC 424 specification. The ARINC424 is an aeronautical specification developed and maintained by the aviation industry that has been used for the exchange of navigation and communication data between avionic system manufacturers. One of the major chapters of the specification is dedicated to deals with the encoding of terminal procedures (SID, STAR, Approaches). The ARINC424 defines in particular the concept of Path & Terminators (P&T). P&T encodes a chart's flight trajectories as sequenced procedure legs in order to represent a complete procedure. To learn encoding standard and its business rules need to take special training by designated training centers. The last version of specification (version 19) was released in August 2010. The specification is maintained by the A424 committee that groups the major aeronautical actors. The goal of this thesis is to do research on the system and its components to produce standard instrument charts at the first phase. In this context, the first chapter, the study and its scope have been described with the goals and related litterateurs. The second section explains information about digital aeronautical information with electronic AIP and standards such as AIXM 4.5 and ARINC 424. The second section also explains relationships between each standard and why they are important for aeronautical charts. Moreover, the third section focuses on aeronautical charts are used in instrument flights. The departure chart is also analyzed in this chapter under a special title. The fourth section gives details about the smart chart management system and its components for data management, production, publishing and distribution. Furthermore, the fifth section explains the system with sample products. Finally, the result of this study is discussed in the last section. In Turkey, currently there are no latest technological implementation, software and qualified human resources. Thus, these products are still performing by foreign companies, and purchased. When the study reaches its target, removing the dependency to foreign companies that focus on these specific areas, preventing to spend a lot of payment that is made to foreign companies, and making our country to gain such skills are expected.
