Bu çalışmanın amacı Türk dış politikasını söylemsel düzeyde analiz etmektir. Bu çalışmada öncelikle post-modernizmin/post-yapısalcılığın üzerinde durulmakta ve ardından söylem, söylem analizi ve eleştirel söylem analizi incelenmektedir. Bu çalışmada Soğuk Savaş sonrası Türkiye-AB ilişkilerinde Türk dış politikası aktörlerinin söylemleri analiz edilerek bu söylemlerin kendi içindeki tutarlılığı/tutarsızlığı ve ardından söylem-eylem arasındaki ilişki sorgulanmaktadır. Bu noktada post-modernizmin/post-yapısalcılığın uluslararası ilişkiler disiplinine getirdiği farklı bakış açısı ve yaklaşım dikkate alınmaktadır. Kuramsal çerçevede post-modernizm/post-yapısalcılık, söylem, söylem analizi ve eleştirel söylem analizi ayrıntılı olarak incelendikten sonra söylem-eylem ilişkisi ve dış politika kavramı ele alınmaktadır. Bu çalışmada eylemden kastedilen dış politikanın uygulanması veya hayata geçirilmesidir. Yöntem olarak, eleştirel söylem analizinde kullanılan bazı söylemsel stratejilerden faydalanılarak söylemler analiz edilmektedir. Tezin ikinci bölümünde 1990'lı yıllarda, üçüncü bölümünde ise 2000'li yıllarda Türkiye-AB ilişkilerinde Türk dış politikası aktörlerinin söylemleri analiz edilmekte ve uygulanan dış politika üzerinden söylem-eylem analizi yapılmaktadır. Sonuçta Türk dış politikasında Türkiye-AB ilişkileri bağlamında 2000'li yıllarda hem söylem düzeyinde hem de söylem-eylem düzeyinde 1990'lı yıllarla karşılaştırıldığında daha tutarlı bir yapının ortaya çıktığı anlaşılmaktadır. Buna karşılık, her iki dönemdeki söylemlerin kendi içindeki tutarsızlıkları tespit edilmektedir. Ayrıca Soğuk Savaş'ın bitiminden günümüze Türkiye-AB ilişkileri hem metin içinde hem de dipnotlarda ortaya konmaktadır.

The purpose of this study is to analyse Turkish foreign policy at the discursive context. In this study, first of all, post-modernism/post-structuralism is explained and then the concept of discourse, the discourse analysis and the critical discourse analysis are searched. In this study, when discourses of Turkish foreign policy actors in the relations between Turkey and the European Union after the Cold War are analysed, the consistency/inconsistency of these discourses in their own right and the relationship between discourse and action are investigated. At this point, the different point of view and approach of the post-modernism/post-structuralism in the discipline of international relations is evaluated. After the post-modernism/post-structuralism, the discourse, the discourse analysis and the critical discourse analysis; the relationship between the concept of discourse and action, and the notion of foreign policy are put emphasis on in the theoretical framework. In this study, the action means implementation of foreign policy. As the method of this study, some of discursive strategies are used in the critical discourse analysis to analyse the discourses. In the second part (in the 1990s) and the third part (in the 2000s) of this study, the discourse analysis of Turkish foreign policy actors and analysis of the discourse-action are done. Eventually, compare with the 1990s and the 2000s in the context of the relations between Turkey and the EU, in the 2000s both the level of the discourse and the level of the discourse-action have a more consistent structure than the 1990s. Furthermore, the inconsistency of the discourses is realized at both periods. Additionally, from the end of the Cold War period to today, the relations between Turkey and the EU is discussed both in text and annotations.
