Bu çalısmanın amacı, DP'nin, CHP ve bir kısım basının yıkıcı olarak nitelendirdigifaaliyetlerini incelemek üzere kurdugu TBMM Tahkikat Komisyonu'nunolusturulma süreci; bu konuda hukukçuların görüsleri ve bu komisyonun faaliyetleriile sonuçlarını incelemektir.Çalısma; giris ve dört bölümden olusmaktadır. Giris bölümünde DP'nin kurulmasüreci anlatılmıstır. Birinci bölümde, yeni iktidarın dıs ve iç politika uygulamaları,Özellikle, yeni iktidarın meydana getirdigi ekonomik kalkınma, basın özgürlügü veanayasal düzenlemeleri muhalefetle iliskileri çerçevesinde ele alınmıs; ikincibölümde, iktidarın yıpranmasına paralel olarak sertlesen, muhalefet ve basınlailiskilerinin sebepleri üzerinde durulmus ve buna sebep olan Usak, Konya,Çanakkale ve Kayseri olayları ile irtica tartısmaları verilmeye çalısılmıs; Üçüncübölümde de basın ve CHP'nin elestirileri içerisinde 27 Mayıs 1960 Darbesi'nin enbüyük sebebi olarak gösterilen Tahkikat komisyonu'nun kurulması, yetkileri veneden oldugu ögrenci olayları üzerinde durulmustur. Dördüncü bölümde iseKomisyonun yayınladıgı tebligler çerçevesinde faaliyetleri ve tutanak yazmanıNusret Kirisçioglu'nun CHP hakkında hazırladıgı, fakat 27 Mayıs darbesi nedeniylekomisyona sunamadıgı raporu özetlenerek konu, iktidar-CHP- basın ve TahkikatKomisyonu çerçevesinde darbe ile baglantısı degerlendirilmeye çalısılmıstır.Çalısma, büyük ölçüde basında çıkan haber ve degerlendirmeler esas alınarak ortayakonmaya gayret edilmistir.
The purpose of this study is;Analyzing the establishment duration of Grand NationalAssembly of Turkey?s Inquiry Commission which was established for investigatingRepublician People's Party's (CHP) and some organs of press activities that theseactivities were claimed like destructive by Democrat Party and the studentdisturbances which the Commission caused, opinions of lawyer and analyzingactivities of commission.This study is composed of introductory chapter and four chapters.The establishmentduration of Democrat Party(DP) was explained in introductory chapter.In firstchapter, domestic and foreign Policy's enforcements of new Political Power,especially, economic development which was supplied by the new government,freedom of the press and constitutional regulations in the frame of relations with theopposition party were explained..In second chapter ; it was based on the reasons ofstrained relations between DP with press and opposition related on attrition of thePower, and the events in Usak, Konya, Çanakkale, Kayseri and the debates ofreaction which caused the strained relations were tried to explain.In third chapter; theestablishment of Inquiry Commission that was showed the main reason of 27 May1960 Military Coup within the criticism of press and Republician People's Party,authorities of the Commission and the student disturbances which the Commissioncaused were explained.In the fourth chapter, the unpresented report to commissionabout Republician People's Party( CHP) because of the 27 May Military Coup thatwas prepared by minute writer Nusret Kirisçioglu within the activities andcommuniques of commission was summarized.This subject was tried to evaluatewithin the Political Power,Republician People's Party(CHP), Press, InquiryCommission and the relation with Military Coup.Mostly, this study was tried to be predicate based on news, evaluations that appearedin the press.
