23 Nisan 1920'de açılan Birinci Dönem Türkiye Büyük Millet Meclisi'ne katılan milletvekilleri, ülkenin siyasetiyle uğraşmakla birlikte, ülkede kök salan düşman işgallerine karşı cephelerde de önemli hizmetlerde bulunmuşlardır. Birinci Dönem Meclis devleti kuran meclis adını almaya hak kazanmıştır. İkinci ve Üçüncü Dönem TBMM'de ise Türkiye'de inkılaplar gerçekleştirilmiştir. Bu nedenle Birinci, İkinci ve Üçüncü Dönem TBMM'nin Türkiye Tarihindeki önemi büyüktür. İşte bu çalışmada Birinci (1920-1923), İkinci (1923-1927) ve Üçüncü Dönem (1927-1931) TBMM'ye katılan Kayseri milletvekilleri ve onların bu dönemlerdeki siyasî faaliyetleri detaylı bir şekilde incelenmiştir. TBMM'nin Birinci Dönemi'ne Kayseri milletvekili olarak Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Rifat Bey (Çalıka), Osman Zeki Bey (Uşşaklı), Mehmet Alim Efendi (Çınar), Mehmet Atıf Bey (Tüzün) ve Remzi Efendi (Akgöztürk) katılmıştır. Ahmet Hilmi Bey TBMM'nin Birinci Dönemi'nden, Yedinci Dönemi'ne kadar Kayseri milletvekili olarak görev yapmıştır. Ahmet Hilmi Bey ayrıca son Osmanlı Mebusan Meclisi'ne de Kayseri milletvekili olarak katılmıştır. Yine Sabit Bey TBMM'nin hem Birinci Dönemi'nde hem de İkinci Dönemi'nde Kayseri milletvekili olarak görev yapmıştır. Rifat Bey ise Birinci Dönem'de Kayseri milletvekili olarak görev yapmasının yanı sıra, Osmanlı Mebusan Meclisi'nin İkinci ve Son Dönemi'ne de Kayseri milletvekili seçilmiştir. TBMM'nin İkinci Dönemi'ne Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Dr. Halit Mazhar Bey (Karakaya), Nuh Naci Bey (Yazgan), Ahmet Zeki Bey (Karakimseliler) katılmıştır. Üçüncü Dönem'e ise Ahmet Hilmi Bey (Kalaç), Dr. Burhanettin Bey (Binzet), Hasan Ferit Bey (Perker), Reşit Bey (Özsoy) ve İkinci Dönem'den Dr. Halit Mazhar Bey (Karakaya) katılmışlardır. İsmail Hakkı Bey (Altan) ise TBMM'nin Üçüncü Dönemi'ne Kayseri milletvekili olarak seçilmiş olmasına rağmen, vefat etmesi nedeniyle Meclis faaliyetlerine katılamamıştır. During the First-term Türkiye Büyük Millet Meclisi (TBMM), which is established 23 April 1920, the members of Parliament did vital services on the front against the occupation of spread enemies, besides struggling politics. Therefore, the first-term council is deserved the name "council which has established the government". In Turkey, during the Second and Third term TBMM the revolutions has been realized. As a result of these, the importance of the First-, Second- and Third-term TBMM is significantly high. In this study, we examined the members of Parliament of Kayseri during the First (1920-1923), Second (1923-1927) and Third (1927-1931) term TBMM and their political activities during these terms in detail. During the first term of TBMM, Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Rifat Bey (Çalıka), Osman Zeki Bey (Uşşaklı), Mehmet Alim Efendi (Çınar), Mehmet Atıf Bey (Tüzün) and Remzi Efendi (Akgöztürk) were attended as representatives of Kayseri. Ahmet Hilmi Bey performed from first term to the seventh term TBMM as deputy of Kayseri. Moreover, Ahmet Hilmi Bey participated to the last Ottoman Council as representative of Kayseri. Furthermore, Sabit Bey also performed during both first and second term TBMM as deputy of Kayseri. Rifat Bey has been elected as deputy of Kayseri during second and last term of Ottoman Council, as well he performed as Member of Parliament of Kayseri during first term council. During the second term of TBMM, Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Dr. Halit Mazhar Bey (Karakaya), Nuh Naci Bey (Yazgan), Ahmet Zeki Bey (Karakimseliler) attended to the council. To the third term council, Ahmet Hilmi Bey (Kalaç), Dr. Burhanettin Bey (Binzet), Hasan Ferit Bey (Perker), Reşit Bey (Özsoy) and Dr. Halit Mazhar Bey (Karakaya) from second term council participated. Although, İsmail Hakkı Bey (Altan) was elected as deputy of Kayseri during the Third-term TBMM, he could not attended due to his death. Key Words: TBNA, Kayseri, Deputy
