Avrupa Birliği'nin (AB) her genişleme döneminde, az gelişmiş bölgelerinbirliğe katılımı sonucunda farklı ekonomik ve sosyal yapılara sahip bölgeler ortayaçıkmaktadır. AB içerisinde, bir yanda ekonomik ve sosyal açıdan çok gelişmişbölgeler bulunurken, diğer yanda daha az gelişmiş hatta geri kalmış bölgelerbulunmaktadır. AB, bölgeler arasındaki gelişmişlik farklılıklarının giderilmesinisağlamak, ekonomik ve sosyal bütünleşmeyi birlik içerisinde yaymak amacıylaBölgesel Kalkınma Politikası'nı oluşturmuştur. Sözkonusu politikaya bağlı olarakAB, sosyo-ekonomik düzeylerine göre bölgeleri yeniden tanımlamış, sınıflandırmışve başta yapısal fonlar olmak üzere mali araçlar kullanarak bölgesel farklılıklarınıngiderilmesini amaçlamıştır. AB'nin, bütçesinin üçte birini Bölgesel KalkınmaProgramları'na ayırması, bölgesel farklılıkların ortadan kaldırılması konusunaAB'nin verdiği önemi göstermektedir.
In the frame of each European Union (EU) expansion period, the regionswith different economic and social structures come up on the scene in consequenceof joining of less-developed regions in to the union. In the EU, on one side there areover-developed regions in economic and social aspects, while on the the other sidethere are less or even under-developed ones. The EU has constituted the RegionalDevelopment Policy in order to eliminate the developmental differences between theregions and spread the economic and social integration within the union. Belongingto this policy, the EU has redefined and reclassified the regions according to theirsocio-economic levels, and aimed to eliminate regional differences by usingfinancial instruments, mainly structural funds. The EU?s sharing one-third of itsbudget for the Regional Development Programs displays the importance that the EUconsiders on eliminating regional differences issue.
