Genel anlamıyla işsizlik sigortasını, işsizlik sigortasının amaçlarını kapsamını ve Türkiye?de işsizlik sigortasının kapsamını, işsizlik sigortasından yararlanma koşullarını, yararlanma süresini, işsizlik ödeneğinin miktarı inceleyen bu tez 2008 Küresel Ekonomik Krizinin Türkiye?deki işsizlik sigortasına etkilerini araştırmaktadır. İşsizlik hem sosyal hem de ekonomik açıdan bireyleri oldukça güç duruma düşürmektedir. İşsiz kalan birey geliri ortadan kalktığı için kendisinin ve bakmakla yükümlü olduğu bireylerin ihtiyaçlarını karşılayamamaktadır. İhtiyaçlarını karşılayamadığı için başkalarına muhtaç yaşama duygusu nedeniyle ruhsal çöküntüye uğramaktadır. Bu olumsuzluklar sonucunda birey suç işlemeye dahi yönelebilmektedir. İşsizliğin yol açtığı problemlerin kaynağı olan gelir kaybını onarmak maksadıyla işsizlik sigortası kurulmuştur. Dünyada daha erken kurulan işsizlik sigortası ülkemizde 1999 yılında 4447 sayılı kanun ile yürürlüğe girmiştir. İşsizlik sigortası işsizin ekonomik sıkıntılarını asgari de olsa gidermeyi amaçlamaktadır. Bunu yaparken de gerek ödenek miktarının kısıtlı olması gerekse ödenek süresinin kısıtlı olması nedeniyle işsiz tembelliğe itilmemektedir. Ayrıca birey işsiz kaldığı dönem boyunca kurum tarafından hem kendisini geliştirecek mesleki eğitim kurslarına alınmakta ve işsiz niteliklerine uygun işlere yönlendirilmektedir. 2008 Küresel Ekonomik Krizi?nden ülkemiz her ne kadar Avrupa ülkeleri kadar etkilenmemiş olsa da Avrupa ülkeleriyle ekonomik ilişkilerimizin olması münasebetiyle etkilenmiş bulunmaktayız.
