Amsterdam Antlasması'nın hazırlık asamaları ve onay süreci, Avrupa Birligiiçin çok önemli bir dönemin baslangıcı olmustur. Amsterdam Antlasması ile getirilenyenilikler ve revize edilen prosedürler, Birligin Maastricht Antlasması'nın eksik kalantaraflarını tamamlamıs ve Birlige yepyeni bir vizyon kazandırmıstır. Olumlugelismelerin yanında Amsterdam Antlasması'nın etki edemedigi veya yeterince etkiliolamadıgı politik ya da kurumsal alanlar da olmustur. Bu çalısmayla, AmsterdamAntlasması ile Birlik Antlasması'na getirilen yeni provizyonlar incelenmis,Antlasma'nın Birlik ve Birlik vatandasları üzerindeki olumlu ve olumsuz etkileribelirtilmeye çalısılmıstır. Özellikle 4 büyük politik alanda (Birlik ve Birlik Vatandaslıgı,Hürriyet, Güvenlik ve Adalet Politikası, Ortak Dıs ve Güvenlik Politikası ve BirlikKurumları) Amsterdam Antlasması, beklentileri büyük ölçüde karsılamıs fakatüzerinden tekrar geçilmesi gereken noktaları da beraberinde getirmistir. Çalısmanınsonucunda, Amsterdam Antlasması'nın önceki antlasmaların birçok eksigini giderdigive Birlige hem kendi içinde hem de uluslararası alanda etkinlik kazandırdıgı ve deaynı zamanda kendinden sonra gelecek antlasmalar için de uygun zemini hazırladıgısonucuna varılmıstır.
The preparation and ratification process of the Treaty of Amsterdam has beenthe beginning of a very significant period for the European Union. New provisionsbrought by the Amsterdam Treaty, has completed, to a certain degree, theinadequacies of Maastricht Treaty by bringing a different and new vision to the Union.Besides the positive changes, there have been political or institutional areas whereThe Treaty of Amsterdam could not affect sufficiently. In this study, the newprovisions and Treaty?s positive or negative effects to the Union and its citizens, havebeen examined. Especially in four major areas the Treaty of Amsterdam, to a greatextent was satisfactory but it brought with itself the necessity of revision. At the end ofthe study, it is concluded that the Treaty of Amsterdam has consolidated the formerTreaties of the Union, brought reputation both within the Union and internationalrelations at the same time paving the way for the successor Treaties.
