Bu çalışmaya konu olan tatbikat ve manevraların tarihi süreci Atatürk'ün Cumhurbaşkanı olarak bizzat iştirak ettiği 1923-1938 yıllarını kapsamaktadır. 1923-1938 yılları arasında yapılan bu tatbikat ve manevralar eksiksiz ve ayrıntılı olarak ele alınmış, yapılma nedenleri, nasıl ve nerede icra edildikleri ve sonuçları ortaya konmuştur. Bu çalışma giriş bölümü ile üç bölümden oluşmaktadır. Giriş bölümünde; manevra ile ilgili askerî kavramlara yer verilmiştir. Çalışmanın içeriğinde yer alan askerî terimlerin bilinmesi konunun kolaylıkla anlaşılması bakımından çok önemlidir. Ayrıca, bu bölümde Türk Ordusu'ndaki rütbelerle ilgili bilgilere de yer verilmiştir. Girişi izleyen birinci bölümde; Türk Ordusu'nun durumu incelenmiştir. Cumhuriyet'in kuruluşundan itibaren icra edilen ve ikinci bölümde yer verilen tatbikat ve manevralar farklı nedenlerle icra edilmiştir. Bunlardan biri olan ve 1924 yılında icra edilen İzmir harp oyununda her ne kadar İstiklal Harbi'nde Yunan taarruzu ile ilgili askerî değerlendirmeler yapılmışsa da; hilafetin kaldırılarak Osmanoğulları Hanedanı'nın yurt dışına çıkarılması, Şeriye ve Evkaf Vekâleti ile Erkân-ı Harbiye-i Umumiye Vekâleti'nin (Bakanlığı) kaldırılması ve Tevhid-i Tedrisat Kanunu'nun kabul edilmesi gibi önemli siyasi kararlar da bu manevra sırasında alınmıştır. 1925-1929 yılları arasında yapılan Ankara ve 2'nci Ordu Manevraları Türk Ordusu'nun kolordu ve ordu çapında yapılan ilk büyük manevraları olma özelliğini taşımaktadır. Bu manevralarla artık sadece kara birlikleri değil, hava kuvvetleri unsurlarının da katılımıyla çok faydalı ve başarılı tatbikatlar icra edilmeye başlanmıştır. Bu bölümde yer verilen 1928 yılında yapılan İstanbul-Gelibolu Manevrası da, Cumhurbaşkanı Mustafa Kemal Paşa'nın Ertuğrul Yatı ile çıktığı bir günlük gezisi sırasında karar verdiği ve tamamen kendisinin yönettiği toplam 23 saat süren Cumhuriyet tarihimizin en kısa süreli manevrasıdır. 1929 yılında dünyayı etkileyen ekonomik buhran nedeniyle, bütün dünya ordularında olduğu gibi Türk Ordusu'nda da tatbikat ve manevralara bir süre ara verilmiştir. Bu geçiş döneminden sonraki manevralar ise üçüncü bölümde incelenmiştir. Bu bölümde yer alan ve 1934 yılının Nisan ayında yapılan Ege Manevraları, aynı yıl Haziran ayında, İran Şahı Rıza Pehlevi'nin ziyareti için, birliklerin denetlenmesi amacıyla Cumhurbaşkanı Mustafa Kemal Paşa'nın yaptığı teftişlerden oluşmaktadır. Her iki faaliyet de Mustafa Kemal Paşa'nın ve Türkiye Cumhuriyeti'nin güçlü ordusuyla, gerek doğudaki komşusuna verdiği değer gerekse tüm dünyaya bölgenin istikrarının güvencesi olduğunu göstermesi açısından çok önemlidir. 1936 yılında İstanbul Harp Akademisi'nde yapılan tatbikat, burada eğitim gören kurmay subayların ve İstanbul'da farklı okullarda eğitimine devam eden henüz rütbelerini takmamış astsubay adaylarının katılımıyla icra edilen bu kapsamdaki ilk tatbikat olmuştur. Öyle ki birliklerdeki eksik kadrolar bu öğrencilerle doldurulmuş bir bakıma Çanakkale ve İstiklal Harbi'nde olduğu gibi aniden yapılabilecek bir savaşın provası yapılmıştır. 1937 yılında Ege ve Trakya'da yapılan manevralarla birlikte ordunun eğitim seviyesi ve gücü, manevra sonrasında yapılan ve tüm halkın da davet edildiği resmi geçitlerle tüm dünyaya duyurulmak istenmiştir. Aynı zamanda dönemsel olarak yaklaşmakta olan II. Dünya Savaşı öncesinde olası düşman tehditlerine yönelik güç gösterisi olarak gerçekleştirilen ve içte ve dışta büyük ses getiren bu manevralar Türk Ordusu'nun kendi bölgesinde barışı ve istikrarı korumak adına hazır olduğunun bir göstergesi ve ispatı olmuştur. Özellikle davet edilen Balkan Paktı ve Sadabad Paktı ülkelerinin en üst düzey askerî yetkilileri manevraları yakından takip ederek, yaptıkları değerlendirmelerle Türk Ordusu'nun gücünü ve kudretini dile getirmişlerdir. Bu çalışmada manevralardan çıkarılacak derslerin yer aldığı tenkit ve değerlendirme bölümleri geniş bir şekilde yer almıştır. Özellikle Genelkurmay Başkanı Mareşal Fevzi Çakmak'ın değerlendirmeleri sadece o döneme değil bu dönemde icra edilen tatbikat ve manevralara da ışık tutmaktadır.
The historical background of the exercises and maneuvers being dealt with in this study dates back to the between 1923 and 1938, during which Atatürk joined in these events as the President of Turkish Republic. In this study, the exercises and maneuvers conducted between 1923 and 1938 have been scrutinized and the aims of conducting, where and how they were performed as well as their results have been examined. The study comprises of an introductory part followed by three explanatory parts. In the introductory part, the military terms related with the maneuvers are being explained. It is of high importance to know the meanings of the military terms to be used in the document in order to thoroughly understand the subject matter. Furthermore, information on the ranks used within the Turkish Armed Forces has been included in this section. The first part that follows the introduction covers the status of Turkish Army in those years. The exercises and maneuvers conducted after the proclamation of the Republic of Turkey were performed for different reasons and they have been included in the second part. One of them was İzmir War Game which was conducted in 1924 and though the basis of the exercise was built on making military assessments regarding the Greek attacks during the Turkish War of Independence, some other important political decisions were taken in this exercise such as the abolition of the caliphate and sending the members of Otoman Dynasty into exile, the abolition of the Ministry of Religious Affairs and Pious Foundations as well as the Ministry of General Staff and the acceptation of the Law on Unity of Education. Ankara and the 2nd Army Maneuvers conducted between the years of 1925 and 1929 are the first large scale maneuvers performed by Turkish Army at army and army corps level. These meneuvers paved the way for successful and fruitful exercises with the participation of the Air Force elements. İstanbul-Gallipoli maneuver carried out in 1928 and included in this part, is the shortest maneuver experienced throughout the history of Turkish Republic, which lasted for 23 hours and was realized upon on decision made by the President Mustafa Kemal Pasha while he was sailing in this yacht called Ertuğrul. Due to the economic crisis in 1929 affecting the whole world, all exercises and maneuvers were postponed for a time by the Turkish Army like all other armies in the world. The maneuvers carried out following this period have been included in the third part. The Aegean Maneuvers which were conducted in April 1934 and mentioned in this part consist of the unit inspections made by the President Mustafa Kemal Pasha for the visit to be made by Shah Riza Pehlevi in the month of June of the same year. Both events were extremely significant since they not only proved that Turkey was the assurance of the regional stability with the presence of Mustafa Kemal Pasha and a strong army but also it was a country showing great respect to her neighbors. The exercise conducted in 1936 at İstanbul War College was the example of its type, performed with the participation of staff officers trained at the college in addition to the NCO candidates continuing their education at various schools in İstanbul though not having rank yet. Such that, missing posts in the units were filled with these students and in a sense, a simulative environment to be encountered during a war which may break out suddenly just like in the Turkish War of Independence and Çanakkale, was created and tested. It was aimed to demonstrate the training level and the power of Turkish army to the whole world, with the maneuvers and parades conducted in 1937 in the Aegean and the Thrace. Especially in an era where the 2nd World War threats are imminent, these maneuvers which were conducted as the demonstration of strength and attracted the attention of the whole world as well as the Turkish people proved that the Turkish Army was ready to maintain the peace and stability in the region. The high level authorities of Balkan Pact and Sadabad Pact nations were particularly invited to these events and they closely observed the maneuvers and expressed their comments on the power and strength of the Turkish Army. The critics and the assessments coming out after these maneuvers are comprehensively included in this study. Especially the comments of Marshal Fevzi Çakmak, the then Commander of Turkish General Staff shed light on not only the subject period but also the exercises and maneuvers of today.
