Dr. Harun TANRIVERMİŞBu araştırmada sulama kooperatiflerinde sulama suyu fiyatlandırma yaklaşımları ve bunun maliyetüzerine etkileri değerlendirilmiştir. Araştırma alanı olan Afyon İli Şuhut Ovası'nı temsil edebilecek 9köy seçilmiş ve bu köylerden basit tesadüfi örnekleme yöntemiyle saptanan 45 tarım işletmesi veişletmelere sulama suyu veren kooperatiflerin yöneticilerine anket uygulanmıştır. Araştırmadakullanılan veriler 2005-2006 üretim dönemine ilişkindir. Tarım işletmelerinde yaygın üretimfaaliyetlerinde fiziki girdi kullanımı, maliyetler ve gelirler analiz edilmiş, ürünlere göre sulamayöntemleri ve yaklaşımları değerlendirilmiştir. İşletmelerde ortalama arazi varlığı 81,50 da olup,bunun % 76,56'sı sulu arazidir. Hane nüfusu 5,91 kişi ve işgücü varlığı 4,30 EİB olarak saptanmıştır.Ovada genellikle yeraltısuyu sulamada kullanılmakta ve şebekeler kooperatiflerce işletilmektedir.İşletmelerde genellikle yağmurlama sulama yöntemi kullanılmakta ve şekerpancarı 5, buğday 2 vepatates ile yonca 8 defa sulanmaktadır. Üretim masrafları buğdayda 178,93 YTL/da, şekerpancarında447,22 YTL/da, patateste 743,78 YTL/da ve yoncada ise 314,02 YTL/da olarak saptanmış olup, bununsırasıyla % 36,66, % 25,61, % 25,36 ve % 39,81'i sulama ile ilgili değişen ve sabit masraflardır.Üretim faaliyetlerinde birim alana pozitif net kar elde edilmekte ve sulu koşullarda buğday tarımındanet kar, kuru koşullara oranla daha yüksektir. Kooperatif başına yılda verilen su miktarı 991.980 m3,sulanan alan 22.901 ha, sulama oranı % 83,27 ve sulama randımanı % 77,78'dir. Kooperatiflerdehacim esasına dayalı sulama suyu fiyatlandırma yaklaşımı kullanılmakta, tahsilat oranı % 63,67düzeyinde kalmakta ve sulama suyu bedelini zamanında ödemeyen ortaklara yeterli yaptırımuygulanmamaktadır. Araştırmada 1 m3 sulama suyunun toplam maliyeti 0,07 YTL olarak saptanmışolup, uygulanan tarife ile suyu maliyeti arasında 0,08 YTL/m3 marj olduğu saptanmıştır.Kooperatiflerde toplam sulama maliyeti üzerinden fiyatlandırma yapılması ve tahakkuk eden sulamaücretinin tamamının tahsil edilmesi halinde ürünlere göre fiilen uygulanan sulama tarifesine oranla %1,98 ile % 7,88 arasında değişen oranlarda maliyet tasarrufu sağlanmakta ve sulanan arazinin dekarınadüşen net kar düzeyinde de aynı oranda artış olmaktadır. ABSTRACTMaster ThesisTHE IRRIGATION WATER PRICING APPROACHES OF IRRIGATIONORGANIZATIONS AND THEIR IMPACTS ON PRODUCTION COSTS IN THE ŞUHUTPLAIN OF AFYON PROVINCEM. Prof. Dr. Harun TANRIVERMİŞIn this study, irrigation water pricing approaches in irrigation cooperatives and their impactson production costs are evaluated. Nine villages representative of the Şuhut Plain in theProvince of Afyon were selected and 45 farms selected via simple random sampling methodas well as those of cooperatives supplying irrigation water to these farms were administeredsurveys. The data used in the study are for the 2005-2006 production period. In farms, physicalinput usage in the production activities, costs and incomes were analysed and irrigationmethods and approached according to products were evaluated. The average farmland of thefarms are 8.15 ha, 76.56% of which are irrigated lands. The average population per household is 5.91persons and labor force is 4.30 man labor force unit in average. Underground waters are used inirrigation in general in the plain and the schemes are run by cooperatives. The enterprises usuallyprefer the sprinkler irrigation method and sugar beat is irrigated five times whereas wheat is irrigatedtwo times and potato and alfalfa are irrigated eight times. The production costs per hectare were foundto be TL 1,789.30 for wheat, TL 4,472.20 for sugar beat, TL 7,437.80 for potato, and TL 3,140.20 foralfalfa and relatively 36.66%, 25.61%, 25.36%, and 39.81% of these costs are variable and fixed costsrelated to irrigation. Positive net profits are obtained per unit area in the production activities and netprofit in irrigated wheat farming is higher when compared with dry conditions. The amount of wateradministered per cooperative per annum is 991,980 m3, irrigated land is 22,901 ha, irrigation ratio is83.27%, and irrigation efficiency is 77.78%. The cooperatives use the volumetric irrigation waterpricing approach, the rate of collection of the fees for waters remain at 63.67%, and sufficientenforcement is not applied on member who fails to pay the irrigation water fee in time. The studyfound the total cost of 1 m3 water as TL 0.07 and that there is a TL 0.08 per m3 between the appliedrate and the cost of the irrigation water. In case pricing is based on the total cost of irrigation and all ofthe incurred irrigation fee can be collected in the cooperatives, cost savings varying between 1.98% to7.88% in the actual irrigation rates as per products would be provided and net profits per hectare ofirrigated land would increase at the same levels.
