Mal ve hizmetlerde ticaret ve yüksek sermaye hareketliliği ile bir ülkenin
ekonomi politikalarının, diğer ülkelere şokların aktarımında önemli sonuçları vardır.
Şoklar ile yaşanan risklerde maliye politikasının gerekliliği ve politika
koordinasyonunun rolü büyükdür. Çalışma intertemporal bir özellik taşımakta olup
teorik bir alt yapı ve uygulamaya dayanmaktadır. Ekonomik mekanizmalar, beklenen
fayda fonksiyonuna bağlı ekonomik birimlerin tüketim, üretim, tasarruf ve yatırım
tercihleri olan intertemporal kararlardan etkilenmektedir. Toplam tasarruf ve toplam
yatırım, finans sektörü vasıtasıyla sisteme girmektedir. Başlıca finansal risklerden
biri olan faiz oranı riski intertemporal dengenin sağlanmasında önemli bir rol
oynamaktadır. Çalışmada, uygulama çok sektörlü ve çok uluslu G-Cubed
intertemporal genel modeli üzerine kurulmaktadır. Türkiye ve seçili altı ülke GSYH
ve uzun vadeli faiz oranı veri seti ile 2006-2017 zaman aralığı için analiz
edilmektedir. Model, açık bir ekonomide Mundell-Fleming teorimi temeli üzerine
kurulu olup rasyonel beklentileri içermektedir. Makroekonomi literatüründe bir
dinamik stokastik genel denge ve hesaplanabilir genel denge modelinde ise bir
dinamik dönemlerarası genel denge modeli olarak bilinmektedir. Çalışma politika
sonuçlarının kısa ve uzun dönem etkilerini içermektedir.

Trade-in goods & services and of high capital mobility has important consequences
in the transmission of shock to other countries and on country's economic policies.
The necessity of expansionary fiscal policy and the importance of policy
coordination are playing a significant role in risks due to experienced shocks. The
framework is carrying an intertemporal feature based on a theoretical infrastructure
and an applications. The economic mechanisms are affected by intertemporal
decisions which are consumption, production, saving and investment preferences of
economic agents under the expected utility function. Total Savings and total
investments enter the system through the financial sector. Interest rate risk that is one
of the major financial risk plays a critical role in ensuring the intertemporal
equilibrium. The application is based on the G-cubed multi-sector and multi-country
intertemporal general equilibrium model. The model consists of Turkey and six
chosen countries with GDP and long term interest rates as parameters for the period
of 2006-2017. The model is built on the foundation of the Mundell-Fleming theory in
an open economy which includes rational expectations. In the macroeconomic
literature is known as the dynamic stochastic general equilibrium and the dynamic
intertemporal general equilibrium. The framework includes the policy implications
of short and long term effects with preferences.
