Tarihin en eski çağlarından günümüze kadar ülkemizde pek çok büyük depremin meydana geldiği ve bu depremler nedeniyle de ülkemiz üzerinde yaşayan uygarlıkların izinin yok olduğu bilinen bir olgudur. Özellikle son yıllarda ülkemizde yaşadığımız depremler ve yıkıcı etkileri düşünüldüğünde bu tür afetlerin insanlar üzerinde bıraktığı etkilerle makro ve mikro ekonomilere yaptığı olumsuz etkiler yadsınamaz boyuttadır. Afetler, insanoğlu var olduğu sürece olmuş ve olmaya da devam edecektir. Burada önemli olan afetlerin yıkıcı etkilerinin azaltılmasını sağlayacak mekanizmaların oluşturulmasıdır. Bu mekanizmaların ülkemizde kurulamamış ve işletilememiş olmasından dolayı 1999 yılının ikinci yansından sonra art arda yaşadığımız depremlerin yıkıcı etkileri büyük olmuştur. Gelişmiş ülkelerde benzer büyüklüklerde yaşanan depremlerin etkilerine bakıldığında, bu ülkelerdeki kayıpların bize oranla son derece düşük olduğu görülür. Afetler sadece can kayıplarına değil, ekonomik kayıplara da neden olmaktadır. Ülkemiz gibi ekonomisi darboğazda olan ülkeler bu tür afetlerden ekonomik anlamda da önemli ölçüde etkilenmektedirler. Marmara Depremi'nin neden olduğu ekonomik kayıpların, işgücü kayıplanyla birlikte yaklaşık 20 milyar ABD Dolan olduğu tahmin edilmektedir. Genel bir yaklaşımla; afet öncesi, anı ve sonrasında yapılması gereken çalışmalan kapsayan bir süreç olarak tanımlanan afet yönetiminin en uzun ve etkinlik kapsamında en stratejik kısmı, afet öncesi çalışmalardır ki bu çalışmalann ana kaynağı, üst düzey planlar ile başlayan ve yerel ölçekteki planlarla uygulama bulan "Planlama Sistemi"nin doğru çalıştınlmasıyla ve yerleşmeler için yer seçiminin sağlıklı bir biçimde yapılmasıyla afetin olumsuz etkilerinin kaynakta önlenmesidir. Bu nedenle, mevcut durumun "Üst Düzey Planlar ve Yerel Planlar" açısından irdelenmesi ve makro planlarla uyumlu, ileriye yönelik bir bölge gelişme stratejisinin oluşturulması gerekmektedir. Bu strateji, özellikle gelişme potansiyeli yüksek olan kentsel alanlarda, bölgesel planlama ve metropoliten ölçeği kapsayan hiyerarşik bir sistem içinde ele alınmalıdır. Üst düzey planlarda, afet yönetiminin dikkate alındığı ve buna uygun kararlarla gelişen bir bölgenin afetten etkilenişi ile, planlar hiyerarşisinde bu ilişkinin göz ardı edildiği, üzerinde durulmadığı veya uygulayıcılann ve karar vericilerin önemsemediği, göz ardı ettiği bir yaklaşımla gelişen bölgelerin dolayısıyla da kentlerin afetten etkilenişi aynı olmayacaktır.Afet etkilerine duyarlı olarak hazırlanmış planlar, başka bir ifade ile; "Planlama Sistemi" ve onun tamamlayıcısı olan "Yönetsel Sistem" ilişldlerinin, "Afet Yönetimi" ile ilişkilendirildiği ve bu üçlü yapının sisteme dönüştürüldüğü durumda, işte o zaman, "Afet Yönetimf'nin etkin başarısından söz etmek mümkün olacaktır. Uluslararası düzeyde taşıdığı; tarihi, kültürel ve doğal değerleri ile geçmişte olduğu gibi bugün ve gelecekte de -insanoğlu varolduğu sürece- stratejik öneme sahip olacak ülkemizde; "Üst Düzey Planlama Sistemi" ve "Yönetsel Sistem" ilişkilerinin "Afet Yönetimi"ne duyarlı bir "Sistem Bütünü"ne dönüştürülmesi ile "Afet Yönetimi"nde etkinlik ve verimliliğin en çoğa çıkartılmasını sağlayacak bir "Model önerisi"nin getirilmesi bu tezin amacını oluşturmaktadır. Bu tez kapsamında incelenen konu; sistemci bir yaklaşımla ele alınmakta, yaşanan sorunlar veya tıkanıklıklar sistem olarak, yani bir bütün oluşturacak biçimde birbirleriyle ve çevreleriyle ilişkili veya bağıntılı unsurlar dizisi ve bunların kendileri ve nitelikleri arasındaki ilişkiler topluluğu olarak algılanıp açıklanmaktadır. Sistem yaklaşımından hareketle, tez kapsamında karşılaşılan sorunların, darboğazların belirlenmesi ve çözümünde ise "Sistem Analizi Yöntemi" uygulanmıştır. Bu analizde; "Planlama ve Yönetim Sistemleri"ni meydana getiren bileşenler bir araya getirilmiş, aralarındaki ilişkiler belirlenmiş ve tanımlanmış, bunların belirgin işlevlere bağlı olarak irdelenmesi yapılmış ve "Afet Yönetimi" faktörünün bu sistemlerle olan bağlantısı ve etkileşimi üzerinde durulmuştur. Bu kapsamda, üç sistemin (Planlama, Yönetim ve Afet Yönetimi) kendi aralarındaki ve çevrelerindeki sistemlerle mevcut ilişkileri ve işleyişi tanımlanmış, sistemin sağlıklı çalışmadığı noktalar ve nedenleri belirlenmiş ve tezimizin konusunu oluşturan bu üç sistemin sağlıklı bir şekilde çalışabilmesi için gerekli mekanizmalar oluşturulmuştur. Mevcut sistemlerde yaşanan sorunlar, tezin konusu kapsamında üç ana sisteme bağlı olarak sunulmaya çalışılmıştır. Ancak bilinmelidir ki sistemci bir yaklaşımda mevcut sistemlerde yaşanan sorunları salt bu üç sistemle sınırlandırmak mümkün değildir. Çünkü sistemler arası ilişkiler (özellikle açık sistemler) hiçbir zaman iki boyutlu olmayıp çok boyutlu bir yapı gösterirler. Bu anlamda problemlerin tanımlanması, sınıflandırılması ve çözüm önerilerinin sistematik olarak daha anlaşılabilir olabilmesi ve sistemler arası ilişkilerin bu tez kapsamında daha net gösterilebilmesi için sorunlar üç ana sisteme bağlı olarak dört grupta toplanmıştır. Bunlar;. Planlama sisteminde yaşanan sorunlar,. Yönetim sisteminde yaşanan sorunlar,. Afet yönetim sisteminde yaşanan sorunlar,. Sistemler arası işleyişte yaşanan sorunlardır. Sorunların çözümüne yönelik olarak, elde edilen bulgular dahilinde model önerisi getirilmiştir. Önerilen modelde; afet yönetiminin afet öncesi çalışmaları kapsamında ana kaynağı olan planlama sisteminin kademeli yapısının sağlıklı çalışmasını sağlayacak, bölge planlamasını, çok daha etkin ve verimli bir misyona taşıyarak, bölgesel kalkınmayı sağlayacak bir araç olarak kullanacak, bu anlamda ülke kalkınma planlarında alınan, gerek gelişme gerekse afet etkilerinin azaltılmasına yönelik kararların fiziki mekana yansıtılmasını ve kontrol mekanizmaları ile uygulama araçlarını sağlayacak bir bölgesel ölçekte yönetim biriminin kurulması ile sistemin doğru ve sağlıklı çalışmasının sağlanması amaçlanmaktadır. Modelin dayandığı temel ilkeler şunlardır: İlkel: Ülke ve yerel düzeyler arası geçişi kolaylaştıracak, bu iki düzey arasındaki ilişkileri düzenleyerek eşgüdümü ve düzeyler arası yakınlaşmayı sağlayacak bir ara kademe (düzey) oluşturulmalıdır. İlke 2: Planlama, yönetim ve afet yönetim sistemlerinin etkin ve verimli çalışabilmesi için, üçlü sistemin alt sistemleri kademelerime esasına göre oluşturulmalıdır. İlke 3: Üçlü sistemin düzeyler içinde kalan alt sistemleri arasında, yatay ilişkiler kurulmalıdır. İlke 4: Düzeyler içinde kalan alt sistemler arası kontrol ve eşgüdümü sağlayacak mekanizmalar oluşturulmalıdır. İlke 5: Afet yönetim alt sistemlerinin kendi içinde ve diğer sistemlerle olan ilişkilerinde kontrol ve eşgüdüm mekanizmalarını sağlayacak alt sistemler oluşturulmalıdır. İlke 6: Etkin ve verimli bir afet yönetimi için bölgesel yaklaşımlar gerekir. Üç sistemin ayrı ayrı, sistem bütünü içindeki yerleri ve işleyişleri değerlendirildikten sonra önerilen model doğrultusunda yeniden fonksiyonel düzenlemelere gidilmiştir. Bu kapsamda; planlama sisteminin yeniden yapılandırılma sürecinde yükleneceği afet yönetimine ilişkin fonksiyonlar; kalkınma planlan, bölge planlan, çevre düzeni planlan ve yerel planlar olmak üzere kademelendirilmiş, alt sistemlerin kendi içinde ve sistem bütünündeki ilişkileri kurulmuştur. Planlama sisteminin yönetim sistemi ile etkileşiminde kademelenme ilkesi doğrultusunda, merkezi yönetimlerle yerel yönetimlerin ara kesiti olacak ve bölgesel ölçekli planlama çalışmalannı etkin ve verimli bir şekilde yürütecek bir yönetim birimi olarak bölge yönetimleri sistemdeki yerini almıştır. Yönetim sisteminin, yeniden yapılandınlma sürecinde yükleneceği afet yönetimine ilişkin en önemli fonksiyonun kademelenme ilkesi kapsamında bölgesel yönetimler olacağı görülmüştür. Bu kapsamda önerilen bölge yönetimlerine iki ana görev yüklenmiştir. Bunlar:. Planlama (Bölge ve Çevre Düzeni Planlan) ve. Bölgesel Düzeyde Afet Yönetimidir. Bu kapsamda, temel fonksiyonlanna bağlı olarak bölge yönetimlerinin görevleri şunlar olacaktır:. Ülke düzeyinde alınan kararlann, siyasal tercihlerin ve kalkınma planlannın, bölgelerde fiziki gerçeklik kazanmasını, verimli, etkin ve hızlı sonuçlar alınmasını sağlamak için; kalkınma planlarıyla uyumlu ve yerel planlama sistemine de veri oluşturacak bölge ve çevre düzeni planlarının, afete karşı duyarlı parametrelerle hazırlanmasını sağlamak ve onamak. Yerel ölçekli planların; kalkınma planlan ile bölge ve çevre düzeni planlarıyla olan uyumunu koordine ve kontrol etmek.. Ülkesel afet yönetim sistemi ile yerel afet yönetim sistemi arasındaki koordinasyonu sağlayarak, muhtemel afet tehlikesi bulunan bölgeler için afet senaryoları oluşturmak ve bu senaryolara cevap verecek bir afet planı hazırlamak ve uygulamak. Afet yönetim sisteminin yeniden yapılandırılma sürecinde yükleneceği fonksiyon, önerilen modelde, bugün henüz hala oluşturulamamış kademeli yapıya dayalı bir yönetim sistemidir. Yurtdışı Örneklerinde de görüldüğü üzere kademeli bir yapı afet etkilerinin azaltılması ve gerekli müdahalelerin yapılmasında son derece önemli rol oynamaktadır. Önerilen modelde sistemler, temel olarak üç düzeye oturtulmuştur. Bunlar;. Ülke Düzeyi,. Bölge Düzeyi,. Yerel Düzeydir. Son olarak; planlama, yönetim ve afet yönetimi ilişkileri birbirlerinden ayrılamaz bütünlerdir. Bu bütünün sistem anlayışı içinde sağlıklı çalışması bir çok başka alanda ki başarılan da beraberinde getirecektir. Böylelikle, afet yönetimi, yerleşmelerimize kadar yansıyacak bir yapıya kavuşturulabilecektir. Bu anlamda salt planlama-yönetim ve afet yönetimi sistemlerinde değil, ülkemizin yaşadığı her alandaki sorunların çözümünde izlenecek yolda, sistemci bir yaklaşımla, sistemin amaç ve hedeflerinde sağlanacak fikir birliği ile gidilmesinin son derece önemli olacağı da açıktır.
It is a feet that there have been many big earthquakes in the past and have continued to this day and hence have caused many civilizations that have existed in our country to disappear. When we think about the earthquakes that have occurred in our country in the last few years and their destructive effects, their effects on citizens and their effects on micro and macro economies cannot be denied. Disasters have occurred since the beginning of mankind and will continue to occur. It is important here to form the mechanisms to reduce the destructive effects of disasters. The feet that these mechanisms were not established and administered was the reason why the destructive effects of the earthquakes lived in the second half of the year 1999 were so great. When looked at the effects of earthquakes which have occurred in more developed countries we can see that their losses are much less when compared to ours. Disasters not only cause losses of lives they also cause economic losses. Countries in economic difficulty like ours are affected at a great extent economically by these disasters. It is estimated that both the economic and labour force losses of the earthquake of the Region of Marmara amount to 20 billion USD. A general approach is that; the longest and effectively the most strategic part of disaster management, which is defined as a process covering the activities that need to be carried out before, during and after a disaster, is the activities carried out before a disaster. The main source of these activities is the proper functioning of the "Planning System", which begins with upper level plans and is put to practice with local level plans and the healthy selection of location for areas of settlement, hence preventing any negative effects of the disaster at the source. This is why the situation at hand should be examined from the point of view of the "Upper Level and Local Plans" and a regional development strategy should be formed which is in harmony with macro plans. This strategy should be taken up, especially in urban areas with a high development potential, in a hierarchical system covering regional planning and the metropolitan scale. With upper level plans, the effects of a disaster on regions and hence cities which have taken into account disaster management and have developed accordingly will not be the same where this relationship is not accounted for or disregarded in the plan hierarchy. It will be possible to talk about the effective success of "Disaster Management" only when a plan sensitive to disaster effects is prepared, in other words the relationship between the "Planning System" and its complementary "Administrative System" are connected with "Disaster Management" and this threesome structure is transformed into a system Our country with its internationally spread historical, cultural and natural values will be of strategic value as long as mankind continues to exist; the aim of this thesis is formed with the introduction of a "Suggested Model" which will enable the effectiveness and productivity of "Disaster Management" to reach its highest by transforming the relationship between the "Upper Level Planning System" and the "Administrative System" to make it an "Overall System" that is sensitive to "Disaster Management". The subject dealt with in the frame of this thesis is that; matters are examined in a systemic approach, the problems and handicaps are perceived as a system, that is everything is integrated to form a whole, and is explained accordingly. Working from this system approach, the "System Analysis Method" is applied in the correction of the problems and handicaps that are faced in the frame of this thesis. In this analysis, the components that form the "Planning and Administration Systems" have been brought together, their relationships have been defined, they have been examined according to their evident functions and the connection and effectiveness of the factor of "Disaster Management" with these systems is discussed. In this frame, the three systems' (Planning, Administration and Disaster Management) existing relationship with each other and with the systems surrounding them and their functioning is defined, the areas that do not operate properly and their reasons have been defined and the necessary mechanisms have been formed for the proper functioning of the three systems that form the subject of this thesis. The problems lived with the present systems have been collected under three main headings in the thesis. It should not be forgotten however that with a systemic approach it is not possible to limit the problems faced in the present system only with these three headings. Because the relationships between these systems (especially open systems) are never two-dimensional instead they show a more dimensional structure. In this context in order to define, group, and to make the suggestions to the solutions systematically clearer and also in the context of the thesis to show clearly the relationship between the systems, the problems have been gathered under four groups in connection to the three main systems. These are:. The problems faced in the planning system,. The problems faced in the administration system,. The problems faced in the disaster management system,. The problems faced in the operation between systems. A model suggestion has been made in solving these problems using the findings at hand. The suggested model will enable the layer structure of the planning system, which is the main source of disaster management in the scope of pre disaster operations, by carrying regional planning to a more effective and productive mission, to use it as a tool to obtain regional development. It is aimed in this context to make the system operate both efficiently and effectively through the implementation of the policies of the national development plans whether for development or to reduce the effects of disaster and by the establishment of an administrative office at the regional level which will provide the control mechanisms and the tools for the implementation procedure.The main principles that the model is based on are; Principle 1: An intermediary level should be formed which will make easy the transition of the national and local levels, put in order the relationship between these two levels and provide their harmony and to keep the equality between the levels. Principle 2: For the effective operation of the planning, administration and disaster management systems, the sub-systems of the three systems should be formed according to the layering principle. Principle 3: Horizontal communication lines should be formed between the sub-systems that are in the layers of the three systems. Principle 4: Mechanisms should be formed which will provide the control and harmony between the lower level systems in the layers. Principle 5: Lower systems should be formed to provide the control and harmony mechanisms in the relationship with the sub-systems of disaster management within themselves and with other systems Principle 6: A regional approach is necessary for an effective and productive disaster management. After evaluating separately the place of the three systems in the overall system and their operations, we have made functional changes in light of the suggested model. In this context: The duties to be given to the planning system during its reconstructuring process regarding disaster management have been shown in layer form, these are; development plans, regional plans, superior physical plans and local plans hence the relationship between the sub-systems and the overall system was formed. Regional management took its place in the system as an administrative division that served as a mid cross section between national management and local management and enabled the effective operation of regional level planning. It can be seen that, in the context of the principle of layering, the level of regional management is given the most important function in the reconstructuring process of the management system. In this frame two main duties have been given to the suggested regional managements. These are:. Planning (Region and Superior Physical Planning) and. Regional Level Disaster Management. In this context the responsibilities of regional managements, staying within their basic function area are:. To implement national level policies and to realize the political choices and national development plans and to get productive, effective and fast results; it is necessary to prepare local and superior physical plans that will serve as data to local planning systems and be in agreement with national development plans and enable them to be prepared within parameters sensitive to disasters. To coordinate and control the harmony of local level plans and national development plans, regional and superior physical plans.. To provide the coordination between national disaster management and local disaster management systems, and develop disaster scenarios for regions with probable disaster risks and to prepare and implement disaster plans to answer the needs of these scenarios. The responsibility of the disaster management system in its process of reconstructure in the suggested model is a management system based on a layered structure that has not yet been formed today. As seen in examples with other nations a structure involving layers plays a very important role in minimizing the effects of disasters and making the necessary interventions. The suggested model involves three layers:. National Level. Regional Level. Local Level Finally, the relationship between planning, administration and disaster management cannot be looked at separately. The effective operation of the overall system will also lead to other successful operations. Hence disaster management will be brought to a stage where it will also reflect on settlement. In this sense in the path chosen to be followed in solving the problems of our country not only in the planning-administration and disaster management systems but in all areas, using a systemic approach, it is clear to see the importance of going with the consensus formed on the systems' aims and goals.
