ÖZET Araştırmanın amacı, Ankara ilinde, çocukları ilköğretim kademesinde öğrenim gören ailelerin, eğitim harcamalarının belirlenmesi ve ilköğretim kademesindeki eğitiminden beklentileri ve ilköğretim finansmanına ilişkin görüşlerinin belirlenmesidir. Araştırmada, ailelerin ilköğretime devam eden çocukları için yaptıkları eğitim harcamaları, ilköğretimden beklentileri ve okul yöneticilerinin bu konulardaki görüşleri, uygulanan anketler yolu ile belirlenmiştir. Araştırmanın çalışma grubunu, Ankara Büyükşehir Belediyesi sınırları içinde yer alan sekiz ilçenin her birinden rastlantısal olarak seçilen sekiz ilköğretim okulunda müdürler ve çocukları bu okullara devam eden aileler oluşturmaktadır. Verilerin çözümlenmesinde yüzde, frekans ve frekansa bağlı olarak sıralama tekniği kullanılmıştır. Araştırma bulgularına göre, ailelerin yansından fazlası asgari ücretin iki ile altı katı ve üzeri aylık gelir elde etmektedir. Buna rağmen ailelerin asgari yaşam indeksinin altında gelirlere sahip oldukları da görülmektedir. Ailelerin, çocuklarını ilköğretime, bireysel gelişimi tamamlamak, gelecekte iyi bir işlerinin olmasını sağlamak ve gelir elde etmeleri için gönderdikleri görülmektedir. Ailelerin, çocuklarının eğitimi için hem okula hem de kişisel olarak katlandıkları masraflar yoluyla iki farklı harcama yaptıklarını göstermektedir. Araştırma sonucunda ailelerin, ilköğretim harcaması yaparak gelirlerinin önemli bir bölümünü eğitim için harcadıkları, eğitimi "bireysel gelişim" için bir ihtiyaç olarak gördükleri belirlenmiştir. Bunun yanında ilköğretim okulu yöneticilerinin bütçe dışı kaynaklara yönelmek zorunda kaldıkları ve bu kesimin öğrenci aileleri olduğunu bu durumun da bir eğitimci için "onur kırıcı" bir hal aldığını belirtmeleri eğitim öğretim sürecindeki sorunun büyüklüğünü göstermektedir. ii'
ABSTRACT This research aims to reveal the educational expenses of the families whose children are having primary education, in Ankara province, and the expectations of the families about primary education as well as their thoughts on how the primary education should be financed. This research has utilized self-administered questionnaires to collect the expenses incurred for the families during their children's primary education, their expectations about primary education system and the opinions of school superintendents about preceding issues, as well. The sample-working group is obtained by randomly selecting the school superintendents and the families from each of the eight districts within the territory of Ankara Municipality. Descriptive statistics such Percentage, Frequency and Frequency distributions are widely used in the data analysis. Results of~the research reveals following; more than the half of the families make revenues in a range from two times to six times and above of the minimum wage on a monthly basis. However, the revenues are below the minimum life index. Families have their children attend to the primary education for their children's individual development and for them to get a good occupation with a reasonable income in the future. Expenses charged by the school and school related requirements, together with the expenses due to special educational needs, constitute two main expense categories that the families have to stand for. Results show that the families reserve a considerable amount of their incomes for the primary education and that they regard the education as need for individual development. Moreover, the explanations of the primary school superintendents that they are obliged to look for sources other than the designated budget, which are the families, and that this issue is impairing the self-esteem of educators, are indicators of how big the problems are in educational processes of our system. iii J
