Günümüzün en temel sorunlarından biri enerji ihtiyacı ve bu ihtiyacın giderilmesi için yaratılan ekolojik sorunlardır. Hidroelektrik enerji üretimi için inşa edilen barajlar ve Hidroelektrik Santraller beraberlerinde birçok çevresel, kentsel ve kültürel etkiyi de getirmekteler. Bu bağlamda hidroelektrik enerji üretiminin yararlılığı bilim dünyasında ve kamuoyunda tartışılmaktadır. HES'lerin neden olduğu çevresel etkilere Allianoi, Zeugma, Hasankeyf gibi önemli tarihi ve kültürel alanları sular altında bırakma da eklenince; tartışma boyutu farklılaşmaktadır.Araştırmanın odağında bulunan HES'lerin çevre, kentsel yaşam ve kültüre etkileri; HES'lerin genel etkileri saptanarak tümden gelim yöntemi ile Hasankeyf Ilısu Barajı özelinde incelenmiştir.Araştırma iki temel bölümden oluşmaktadır. Birinci bölümde: suyun doğadaki yaşamsal önemi ve enerji üretimi amacıyla kullanılması süreci ile; HES'lerin neden olduğu çevresel, kentsel ve kültürel etkiler incelenmiştir. İkinci bölümde ise Dicle Nehri üzerine kurulacak olan ve Hasankeyf'i su altında bırakacak olan Ilısu Barajı ve HES'in Dicle Vadisi ve Hasankeyf'te neden olacağı çevresel, kentsel ve kültürel etkiler; konu ile ilgili yapılmış araştırmalar, yasal mevzuat, kamuoyu tartışmaları, bilimsel raporlar, TBMM tutanakları ve proje ile ilgili hazırlanmış YYEP ve ÇED raporlarından yararlanılarak ele alınmıştır.
