ÖZ Bu tezde Türkiye Cumhuriyeti'nin iktisadî tarihi içinde Devletçilik Dönemi olarak nitelendirilen 1929-1938 yılları arasındaki bütçeler incelenmiştir. Bütçe gelirlerinden ve giderlerinden hareket edilerek yıllar itibariyle bütçelerde gerçekleşen değişimlere yer verilmiştir. Bu inceleme yapılırken hem dünya, hem de Türkiye ekonomisi için önemli bir dönüm noktası olan 1929 Dünya Ekonomik Buhranı'na da değinilerek Türk bütçe sistemine yansımaları ortaya koyulmaya çalışılmıştır. Bu dönem bütçeleri Devletçilik uygulamalarına denk geldiğinden Devletçilik kavramı da ayrı bir başlık olarak incelenmiştir. İncelemede, 1930 yılından sonra bütçelerin ekonomi üzerindeki etkilerinin arttığı görülmüştür. Bu dönem bütçeleri ışığında ortaya çıkan maliye politikaları ağırlıklı olarak dünya ekonomik buhranının etkilerini azaltmaya yönelik tedbirleri içermiştir. ABSTRACT In this thesis, the budgets between the years 1929-1938, also titled as the "Statism Period" in the history of economics of the Turkish Republic, have been analysed. By taking the revenues and the expenditures of the budgets as the departure point, the changes in the budgets through the years have been studied. The effects of the 1929 Great Depression, which became a turning point for both Turkey's and world economics, have been touched upon, and it has been tried to show its reflections in the Turkish budgetary system. Since the budgets of this period timely counterpoise the applications of Statism, the concept of Statism has also been analysed under a separate title. It has been observed that the impacts of the budgets on the economics have increased after the year 1930. The financial policies that come out in the light of the budgets of this period included the measures that aim to decrease the effects of the Great Depression.
