Bu tez çalısmasının amacı, 1990'lardan baslayarak günümüze kadar AB'nin BatıBalkan ülkelerine yönelik olarak gelistirdigi politikaları ortaya konup analiz edilmesidir. Dörtbölüme ayırdıgım bu tez çalısması aynı zamanda, AB tarafından gelistirilen politikaların birzamanlar Sosyalistt Federal Yugoslavya Cumhuriyeti olarak bildigimiz, bugün ise BatıBalkan ülkeleri olarak adlandırılan ülkelerde getirdigi sonuçları ve hem aralarında hem de dısdünya ile iliskilerini de ele almaktadır.Birinci bölümde 1990'ların basında uluslararası sistemde yasanan degisiklikleri elealdıktan sonra Avrupa Birligi'ndeki gelismelere yer verdim. Tam o sıralarda Yugoslavya'nındagılma sürecine girmesi yeni kurulan AB'ne kendini uluslararası alanda kanıtlanması için iyibir fırsat sundu. Bu bölümde AB'nin bu fırsattan yararlanamadıgını, tam aksine barındırdıgızafiyetlerini tüm dünyaya gösterdigini ve büyük bir darbe aldıgını ortaya koydum.Çalısmanın ikinci bölümünde Yugoslavya'daki gelismeler açısından bir dönümnoktası olan Dayton Barıs Antlasması sonrasında AB'nin bu bölgede etkili olma girisimlerineyer verildi. AB ?Bölgesel Yaklasım?, ?Sarta Bagılık? ilkelerini uygulamıs olsa da bu dönemAB Batı Balkan politikası açısından kayıp yıllar adlandırıldı. 1995 yılında Dayton süreci ilebaslayıp 1999 yılında patlak veren Kosova Savasına kadar süren bu dönemin ABD'ninliderliginde geçtigini görmüs olduk.Üçüncü bölümünde AB'nin Batı Balkan ülkelerine yönelik olarak ilk stratejik girisimistikrar ve Ortaklık Sürecine-Stabilisation and Association Process tüm mekanizmaları ileortaya koydum. AB'nin uzun vadede Batı Balkan ülkelerine AB tam üyelik perspektifiniveren bu genis kapsamlı stratejinin etkili olup olmadıgını incelemeye çalıstım.Tezin en kapsamlı olan dörtüncü bölümünde Batı Balkan ülkelerini tek tek ele alarakstikrar ve Ortaklık Süreci'nin bu ülke içyapıları, aralarındaki iliskiler, dıs dünya ileiliskilerine etkileri ve AB entegrasyon sürecindeki yerlerini arastırmaya çalıstım.Sonuç kısmında AB'nin Batı Balkan ülkelerine yönelik olarak izlemis oldugupolitikaların bütün retorige ragmen hala etkisiz oldugunu ve istenilen sonuçları getirmektenuzak oldugunu ortaya koydum. Batı Balkan ülkelerin içinde bulundugu karmasık sorunlarınçözümlenip Avrupa standartlarına yaklasması, bölge ülkelerinin daha aktif tutumu ve dahakararlı bir AB strateji ile mümkün olacaktır.

The main purpouse of this thesis is to present and then analyse the policies which weredeveloped by the European Union towards the countries of Western Balkans from early 1990sto nowadays. This thesis which was devided into four parts also investigates the effects ofEU policies on countries once known as Socialist Federal Republic of Yugoslavia todaynamed the countries of Western Balkans, relations between them and their relations with therest of the world.In the first chapter of this study after I gave some details about the changes in theinternaional system which took place in the begining of 1990s. I also tried to showdevelopments that occured within the EU. Right at that time Yugoslavia partition crisisprovided an oppourtunity for the EU to proof its credibility on international arena. This partconcludes that EU did not benifit from this oppourtuniy, on the countrary it showed all itsshortcomings to the whole world and recivied a heavy punch.In the second chapter, I gave some details about the attemps which were made by theEU to show its credibility in the region right after Dayton Peace Accord which is consideredthe turning point in the Yugoslavia cisis. Even though the EU tried to implement its?Regional Approach? and ?The Conditionality? principles, this period was considerednothing more then loosing time. In this period which started with the Dayton Process andended up with the outbreak of Kosova War in 1999 we wittnesed the leadership of USAthrougout the Balkans.In the third chapter I have presented attemps of the EU to develop its firstcomperhensive strategic approach towards the Balkans, named Stabilisation and AssociationProcess with all of its mechanisms. I tried to find out whether this strategy which gives themfull EU membership perspective in the long-time was effective or not.n the fourth and most comperhensive chapter of this study I have focused on thecountries of Western Balkans one by one seperately in order to measure the effects of SAP ontheir internal structure, relations between them, as well as their relations with rest of the worldand I also tried to show their possition within the process of EU integration.In the concluding remarks of this study I have argued that despite massive rhetoricexpresed by the EU towards Western Balkans is still ineffective and far from bringing thedesired results. Solving the problems within the countries of Western Balkans and bringingthem to European standards will require more proactive approcach from countries themselvesand certainly more decisive strategy of the EU. |
