Bu tez II. Meşrutiyet döneminde Dahiliye, Hariciye, Adliye nazırlıkları görevlerinde bulunmuş; ayrıca üç dönem Meclis-i Mebusan reisliği yapmış olan Halil Menteşe'nin hayatını ele almakta ve yaşadığı döneme etkisini değerlendirmeye çalışmaktadır. II. Meşrutiyet devri Osmanlı İmparatorluğu'nun nasıl dağılmaya doğru gittiğini yakından görmek açısından önemlidir. Bu dönemin devlet adamlarının bu gidişatta önemli etkileri olmuştur. Tezde Halil Menteşe'nin bu dönemdeki etkisi ortaya konulmaya çalışılmıştır. Bu nedenle de tezde hem Halil Menteşe'nin hayatı hem de döneme etkisi ele alınmıştır. Bu tez sadece bireyin tarihe nasıl etki edebileceğine yönelik bir katkı sunma çabasıdır. Araştırma sonucunda Halil Menteşe'nin dönemin siyasi, kültürel vb. hayatını; siyasi faaliyetleri çerçevesinde, özelliklede parlamenter kişiliği ön planda olmak üzere tasvir ettiği ortaya konulmaya çalışılmıştır.
The objective of this thesis is to make a study of the life of Halil Menteşe who served as the minister of Internal Affairs, minister of Foreign Affairs and minister of Justice during the Second Constitutional Period and also acted as the President of the Ottoman Assembly for three periods. It is also aimed to evaluate his effect on his period.The Second Constitutional Period has got a very important role in comprehending how the Ottoman Empire was dragged into breaking down. The politicians of this period played important roles during this process. In this thesis, It has been tried to present the effects of Halil Menteşe to this period. For this reason, this thesis deal with the life of Halil Menteşe and his influence on the period he lived. There are certainly many more things to tell. This thesis is just a study to show how an individual can have an impact on history. At the conclusion of the thesis, it is tried to display that Halil Menteşe portrayed the political and cultural life of his period according to his own politicial activities, especially his own parliamentarian character.
