16. yüzyılın sonları ve 17. yüzyılın başları Osmanlı Devleti?nde uzun savaşların, para politikalarındaki değişimlerin, isyanların olduğu bir dönemdir. Osmanlı Devleti bu sorunların her birine karşı idare yapısındaki esneklikten dolayı çözüm politikaları geliştirerek çağdaşı olan devletlere nazaran dönemi başarılı bir şekilde geçirmiştir.Osmanlı Devleti maliyesinde merkezî hazineye ait günlük gelir ve giderlerin kayıtlarını yansıtan ruznamçe defterleri ışığında bütçeler oluşturularak 1589-90 malî yılı ile birlikte 1602-3 malî yılında devletin malî yapısı incelenmiştir. Bütçelerden elde edilen yekun meblağları dönemin bütçeleriyle karşılaştırarak gelir ve giderlerin seyri gözlemlenmiştir. Ayrıca devletin içinde bulunduğu ekonomik ve askerî şartlara uyumuna ilişkin kullandığı politikalar incelenebilmektedir.
The late 16th and early 17th centuries was a period for the Ottoman Empire in which long wars, changes in monetary policies and rebellions occurred. Because of the flexibility in the structure of administration, the Ottoman Empire could develop solutions to each of these problems and thus had a more successful period compared to the states of its contemporary.This study investigates the financial structure of the state in the fiscal year of 1589-90 and 1602-3 along with creating budgets in the light of rûznâmçe books which reflect the daily records of income and expense of the central treasury of the Ottoman Empire. It obtains the course of income and expense by comparing the amount of many that was gained from budgets with other budgets of that period. It also analyzes the state?s policies that used to accommodate the economic and military conditions.
