Anahtar Kelimeler: Yangın, yangın güvenliği, şehir, yangın master planı, itfaiye. Çalışmanın amacı şehir ölçeğinde yangın master planının hazırlanmasıdır. Sakarya pilot şehir olarak seçilmiştir. Bu nedenle çalışmanın birinci bölümünde Sakarya İlinin genel analizi yapılmıştır. Sakarya ilinin yangın analizine konu olacak bütün sosyal, ekonomik ve yapısal verileri mercek altına alınmıştır. Yangın master planının öneminin anlaşılabilmesi için ikinci bölümde yangınla mücadele stratejileri incelenmiştir. Yangını önleme, yangından korunma, yangını söndürme ve yangından tahliye konularını içeren kolektif bir güvenlik konseptinden bahsedilmiştir. Yangın master planının bu yangın konseptine muhtemel katkıları sorgulanmıştır. Çalışmanın üçüncü bölümünde itfaiye yapılanmalarına geniş yer verilmiştir. Dünyadaki ve ülkemizdeki tarihi seyri irdelenmiştir. Tarihi süreç içerisinde itfaiye hizmetlerine yön veren dönüm noktaları tespit edilmiştir. Bölümün sonunda tarihi tecrübelerin Sakarya İli İtfaiye Teşkilatına yansıması gözlemlenmiştir. Sakarya ilindeki itfaiye hizmetlerinden duyulan memnuniyet seviyesini ölçmek için iki anket çalışması düzenlenmiştir. Birinci anket çalışması itfaiye hizmeti veren personele uygulanmış ve iş doyum seviyesi ölçülmeye çalışılmıştır. Çünkü hizmet kalitesi hizmeti yürütenlerin yaptıkları işten haz almaları ile doğru orantılıdır. İkinci anket çalışması itfaiye hizmeti alan vatandaşlara yönelik yapılmıştır. Bu çalışmanın amacı vatandaşların sunulan itfaiye hizmetlerinden memnuniyeti ölçmektir. Her iki çalışmanın bulguları ve sonuçları dördünü bölümde analiz edilmiştir. Çalışmanın beşinci bölümünde yangınla mücadelede yangın master planının önemi vurgulanmıştır. Dünyadaki örnekleri ile yangın master planının gerekçesi ortaya konmaya çalışılmıştır. Bölümün sonunda Sakarya ili için örnek bir yangın master planı taslağı oluşturulmuştur. Sonuç bölümünde bütün veriler bir bütün halinde incelenerek bir sonuç raporu yazılmıştır. Sakarya ili için yangın güvenliği açısından mevcut durumun analizi yapıldıktan sonra şehir ölçeğinde yangın master planın önemi vurgulanmıştır.
Keywords: Fire, fire safety, province, fire master plan, fire service The aim of this study is to prepare a fire master plan across the city. The Sakarya city was chosen as a pilot province. For this reason, a general analysis of the province was made in the first chapter of the study. All of the social, economic and structural data that can be the subject of a fire analysis of the province were examined. Firefighting strategies were examined in the second chapter to investigate the importance of fire master plan. A collective safety concept, which includes prevention, protection, and suppression of fire and evacuation during fire, was mentioned. Possible contributions of the fire master plan in such a fire concept were investigated. In the third chapter of the study, a wide range of fire service was handled. The history of the fire service in the world and in Turkey was examined. In the historical process, turning points which dominated the fire services were mentioned. At the end of the chapter, the reflection of the historical experiences of the Sakarya Fire Service was presented. Two surveys were conducted to measure the level of satisfaction with the fire service in the Sakarya Province. The first survey was applied to the personnel of the Sakarya Fire Department. The job satisfaction level was measured due to the fact that the quality of service is directly proportional to the job satisfaction. The second survey was applied to the citizens who get any fire service. The purpose of this survey is to measure the satisfaction of the citizens with the fire service. The findings of both surveys and their results were analysed in the fourth chapter. The fifth chapter of the study deals with the importance of the fire master plan for firefighting. With the examples in the world, the legitimation of the fire master plan was revealed. At the end of the chapter, a proposal for the fire master plan in Sakarya Province was created. In the conclusion, all the data were examined, and a final report was drawn up. After analysing the existing situation in terms of fire safety for the Sakarya Province, the importance of the fire master plan across the province was emphasized.
