oz 1990'lı yıllar, dünyadaki değişim oluşumları paralelinde, Türkiye'de siyasette ve devlet yönetiminde yeniden yapılanma tartışmalarının yer aldığı bir dönemi temsil etmektedir. Siyasi arenada yaşanan soranlar, istikrarsız yönetimler, toplumsal taleplere ve beklentilere karşılık veremeyen siyasal sistem ve kurumsallaşamayan demokratik yapı; değişim beklentilerini, reform taleplerini ve bu alandaki çözüm önerilerini ön plana çıkarmıştır. Son yıllarda Avrupa Birliği üyeliği gündemi ile ortaya çıkan yeniden yapılanma ve uyum gereklilikleri bu süreci etkilemekte ve güçlendirmektedir. Türkiye'de siyasi sistemin yeniden yapılandırılmasını, devlet organizasyonunun yeniden tanımlanmasını ve daha etkin bir şekilde yönetilmesini hedefleyen projelerin öncelik kazandığı görülmektedir. Bu çalışmanın amacı; Türkiye'nin mevcut siyasal sistemini analiz etmek, temel sorun alanlarını tanımlamak ve bazı AB ülkelerinin siyasal sistemleri çerçevesinde devlet yönetiminin yeniden yapılandırılmasına ilişkin yönetim ve organizasyon disiplini kapsamında stratejik bir model önerisinde bulunmaktır. ABSTRACT The 1990' s represent the ongoing debates in Turkey about the reconstruction of the political system and the state governance, in parallel to "the change" taking place in the world. The problems in the political arena, unstable governments, a political system that is incapable of meeting the demands and expectations of the public were among the reasons of those debates in Turkey. The EU membership process in Turkey's agenda makes the need of this transformation most urgent and necessary. The projects about the reconstruction of the political system, the redefinition of the state governance and a more efficient executive branch has become more important than ever. The aim of this study is to analyze the actual political system in Turkey, pinpoint the major obstacles and propose a strategic reconstruction model within the context of some EU member countries' political systems from management and organization discipline perspectives.
