Devlet ve birey ilişkisi siyaset felsefesi içerisinde geçmişten günümüze uzanan bir konu olarak karşımıza çıkmaktadır. Birçok düşünür bu kavramlardan yola çıkarak siyaset felsefesi içerisinde düşüncelerini ifade ettiğini söylemek gerekir. Hollandalı Hugo Grotius'ta kendi siyaset felsefesi içerisinde devlet ve birey ilişkisini konu olarak ele almıştır. Doğal hukuka sunmuş olduğu katkılarla beraber siyaset felsefesinin devlet ve bireye olan bakış açısını değiştirdiğini söylemek gerekir. Grotius'un çağdaşlarını ve kendisinden sonraki düşünürler üzerindeki etkileri doğa durumu, doğa durumundan devlete geçiş süreci, devlet ve devleti oluşturan temel kavramlar üzerinden etkilediği görülmektedir. Grotius'un siyaset felsefesinde devlet ve birey ilişkisi konusunu incelerken diğer bazı düşünürlerin görüşlerini de konumuza dâhil ederek devlet ve birey kavramlarının anlaşılması ve karşılaştırılması noktasında önemli olduğunu belirtmemiz gerekmektedir. Devleti oluşturan mülkiyet, egemenlik, özgürlük ve direnme hakkı gibi kavramların ele alınarak tartışılması devletin ne olduğunun anlaşılması noktasında bir temeli oluşturmaktadır. Birey kavramı siyaset felsefi içerisinde çağlar boyu devam eden süreçte çeşitli boyutlarda tartışılarak yer aldığını görülmektedir. Kavramın geçirmiş olduğu değişim ile beraber öncelikle doğal hukuk içerisinde daha sonrasında ise siyaset felsefesinde devlet kavramı ile olan ilişkisini ele alarak devlet ve birey ilişkisini başlığına genel bir bakış ortaya konulmaktadır. Son olarak ise Grotius'un siyaset felsefesi içerisinde devlet, birey ve diğer devlet- birey ilişkileri ile karşılaştırılması yapılarak, Grotius'un ortaya koymuş katkılar ele alınmaktadır. The relationship between the state and the individual appears in the political philosophy as a subject extending from the past to the present. It is necessary to say that many thinkers express their thoughts within the political philosophy. Hugo Grotius of the Netherlands in his political philosophy as the subject of the relationship between the state and the individual has been addressed. It should be said that political philosophy has changed the perspective of the state and the individual with the contributions it has made to natural law. It is seen that Grotius influenced his contemporaries and their influences on the philosophers of the state of nature, the process of transition from state to state, the basic concepts of state and state. When examining the relationship between the state and the individual in Grotius' political philosophy, we should also include the views of some other thinkers and emphasize that it is important to understand and compare the concepts of the state and the individual. The discussion of the concepts such as property, sovereignty, freedom and the right to resist constitutes the basis of understanding the state. It is seen that the concept of individual takes place in philosophical politics by discussing in various dimensions in the process that has been going on for ages. Together with the change in the concept, firstly in natural law and then in political philosophy, the relationship between the concept of the state and the state is discussed in an overview of the relationship between the state and the individual. Finally, by comparing Grotius with the state, individual and other state-individual relations within the political philosophy of Grotius, the contributions made by Grotius are discussed.
