Türkiye'de ekonomik, toplumsal ve siyasal yapıda neoliberal politikalara bağlı olarak birçok değişim gerçekleşmektedir. Bu değişimlerde merkezi yönetim ve yerel yönetimin kent müdahalelerinde dönemsel olarak farklı stratejiler uyguladığı görülmektedir. Devlet bir kamu politikası uygulama alanı olarak gerçekleştirdiği kentsel dönüşüm projelerinde mekan üretimi ve kaynak bulma yöntemlerine bağlı olarak müdahale biçimlerinde farklı roller üstlenmektedir. Kentsel dönüşüm olgusu belirli bir politika ya da yasal düzenleme ile istikrarlı olarak devam etmeyen bir kurumsallaşma sürecinden geçmektedir. Her döneme ait ekonomik politikalar ile birlikte kentlerde bırakılmak istenen sembollere göre değişen kentsel dönüşüm projeleri kavramsal ve kuramsal açıdan karmaşa yaratmaktadır. Kentsel dönüşüm projelerinin uygulama süreçlerindeki belirsizlikler kurumlar, sermaye ve kentli arasında çatışmalara yol açmaktadır. Bu çalışmada 2012'de çıkan 6306 sayılı Kanun kapsamında merkezi yönetimde toplanan yetkiler sonucunda kentsel dönüşüm projelerindeki kontrol mekanizması olan Çevre ve Şehircilik Bakanlığı'nın kentsel dönüşüm projelerinde aldığı roller ile diğer aktörler arasında yaşadığı çatışmalar ve işbirlikleri ortaya konulmaya çalışılmıştır. İstanbul'da gerçekleştirilen tüm kentsel dönüşüm uygulamalarında 6306 sayılı kapsamında Çevre ve Şehircilik Bakanlığındaki yetki ve güç söylemlerine karşın kurumsallaşma sürecinde yaşanan çıkmazlar üç kentsel dönüşüm projesi üzerinden tespit edilmeye çalışılmıştır. Fikirtepe, Burhaniye ve Kirazlıtepe'de Çevre ve Şehircilik Bakanlığı'nın yetkisi aynı olmasına karşın farklı süreçlerde projelere müdahil olduğu ve yetkilerini farklı şekillerde kullandığı görülmüştür. Bakanlığın yerel yönetim ve aktörler ile kurmuş olduğu etkileşim sonucunda dönüşüm süreçlerinin farklı şekilde etkilendiği çıkarımı yapılarak var olan yetkinin kullanılamaması üzerine bir değerlendirilme yapılmıştır. Sermayenin eline bırakılan Fikirtepe, hak sahiplerinin talepleri doğrultusunda başlatılan Burhaniye ve kent siyaseti kapsamında uygulanan Kirazlıtepe Kentsel Dönüşüm Projeleri karşılaştırılması sonucunda paydaşlar arasında yaşanılan çatışmalar sebebiyle Bakanlığın süreçlerde etkin rol üstlenemediği tespit edilmiştir.
Economic, social and political structure of Turkey overchanges due to neoliberal policies. In these changes, it is seen that central government and local government periodically apply different strategies in city interventions. The state plays different roles in the forms of intervention in urban regulation projects, which are realized as a public policy application area, depending on the production of space and the methods of finding resources. The phenomenon of urban transformation is going through an institutionalization process that does not consistently continue with a specific policy or legal regulation. The urban transformation projects, which change according to the symbols to be left in cities along with the economic policies of each period, create chaos both conceptually and theoretically. Uncertainties in the implementation processes of urban regeneration projects lead to conflicts between institutions, capital and citizens. In this thesis, as a result of the authorities gathered in the central government within the scope of Law No. 6306 issued in 2012, the roles taken by the Ministry of Environment and Urbanization, which is the control mechanism in urban regulation projects, and the conflicts and collaborations between the other actors were tried to be revealed. In all urban regulation implementations carried out in Istanbul, the dilemmas in institutionalization processes have been tried to be determined through three urban regulation projects in spite of the authority and power discourses of the Ministry of Environment and Urbanisation within the scope of Law No. 6306. Although the authority of the Ministry of Environment and Urbanisation is the same in Fikirtepe, Burhaniye and Kirazlıtepe, it is observed that it takes part in the projects in different processes and it uses its powers in different ways. As a result of the interaction of the Ministry with local government and actors, it was concluded that the regulation processes were affected differently and an assessment was made on the inability to use the existing authority. By comparing, Fikirtepe, which was completely left to the capital, Burhaniye, which was initiated in line with the demands of the beneficiaries and Kirazlıtepe projects were compared and it was determined that the process could not be managed due to the inadequacy of the regulatory, supportive and intervening roles of the Ministry and conflicts between the stakeholders.
