Economic, social and political structure of Turkey overchanges due to neoliberal policies. In these changes, it is seen that central government and local government periodically apply different strategies in city interventions. The state plays different roles in the forms of intervention in urban regulation projects, which are realized as a public policy application area, depending on the production of space and the methods of finding resources.
The phenomenon of urban transformation is going through an institutionalization process that does not consistently continue with a specific policy or legal regulation. The urban transformation projects, which change according to the symbols to be left in cities along with the economic policies of each period, create chaos both conceptually and theoretically. Uncertainties in the implementation processes of urban regeneration projects lead to conflicts between institutions, capital and citizens.
In this thesis, as a result of the authorities gathered in the central government within the scope of Law No. 6306 issued in 2012, the roles taken by the Ministry of Environment and Urbanization, which is the control mechanism in urban regulation projects, and the conflicts and collaborations between the other actors were tried to be revealed.
In all urban regulation implementations carried out in Istanbul, the dilemmas in institutionalization processes have been tried to be determined through three urban regulation projects in spite of the authority and power discourses of the Ministry of Environment and Urbanisation within the scope of Law No. 6306. Although the authority of the Ministry of Environment and Urbanisation is the same in Fikirtepe, Burhaniye and Kirazlıtepe, it is observed that it takes part in the projects in different processes and it uses its powers in different ways. As a result of the interaction of the Ministry with local government and actors, it was concluded that the regulation processes were affected differently and an assessment was made on the inability to use the existing authority. By comparing, Fikirtepe, which was completely left to the capital, Burhaniye, which was initiated in line with the demands of the beneficiaries and Kirazlıtepe projects were compared and it was determined that the process could not be managed due to the inadequacy of the regulatory, supportive and intervening roles of the Ministry and conflicts between the stakeholders. |
