oz Ahkâm defteri, Divan-ı Hümayun' dan çıkan hükümlerin kaydına mahsus olan defterlere genel olarak verilen addır. Bu hükümler, padişah adma hazırlanarak ferman adım almışlardır ve verilen fermanların özeti bu defterlere işlenmiştir. Bu tezde 7 numaralı ahkam defterinin (1158/1745) tamamı ele alınarak incelenmiş ve transkripsiyonu yapılmıştır. Bundan amaç; hadiselerin nasıl cereyan ettiği, tutulan kayıtların defterin bütünü dikkate alındığında dağılımının nasıl olduğu, belli bir periyotta hangi tür olayların ne derece ve hangi sıklıkta meydana geldiği, kanun ve nizamların uygulanışında hangi tür aksaklıkların olduğu, kağıt üzerinde alınan kararların fiiliyata nasıl yansıdığı gibi soruların cevabım bir nebze de olsa alma ihtimalidir. Defterde; esnaf ve nizamları, sosyal hayatla ilgili olaylar, miras, ticaret, finans, eşkıyalık, gammazlık, vergi, öşür, tımar gibi konular ağırlıkta işlenmiştir. Bu tezde konu olarak ele alman Anadolu Vilayeti Ahkam defterinin tamamının transkripsiyonu yapılmış, özetleri çıkarılmış, hükümler belirlenen konulara göre tasnife tabi tutularak bu konulara göre dağılımı verilmiş ve metnin sonuna da indeks ilave edilmiştir. ABSTRACT Akham defteri is the general name of the defters (registers) in which the decrees issued by the Divan-ı Hümayun (Imperial Council) were written. These decrees, which were prepared in the name of the sultan, were called fermans and the summaries of these fermans were kept in these defters. In this thesis we examined the entire akham defteri numbered 7 and dated 1158/1745 and gave its transcription. Our purpose is to find the answers to the questions of how the incidents cited in these defters occurred, the percentage of these incidents within the whole defter, the scope and frequency of the various kinds of events in a certain period, the difficulties faced during the application of laws and regulations and the extent to which the decisions that were taken were actually put into effect. Among the main subjects treated in these defters were tradesme;i and tbHr regulations, decrees related to social life, inheritance, trade, finance banditry, backbiting, issues related to taxes, tithe, and timars (fiefs). In this thesis we transcribed the whole text of the akham defteri of the Anatolian province, included the summaries of each decree, classified the decrees according to particular subjects and indicated their distribution according to these subjects. There is an index at the end of the text.
