Hali hazırda uygulama sahası bulan Sağlıkta Dönüşüm Programı, tıpta adalet ilkesi açısından 2003-2013 verileri göz önüne alınarak incelenmiştir. Çalışmamız ülkedeki tüm bireyleri etkileyen sağlık politikalarının bir etik çerçeveye sahip olması gerektiği vurgusu ön kabulünden hareket etmiştir. Tıpta adalet ilkesi altında sayılan; ihtiyaç, eşitlik, faydacılık ve hakkaniyet ilkelerine göre, dönem başında ve sonunda; hizmet sunumu, finansman, harcama ve sağlık göstergelerinin analizi yapılmıştır. Bahsi geçen adalet ilkesinin altilkeleri çerçevesinde programın başarılı olduğunu söylemek mümkündür. Programın temel felsefesini oluşturan hakkaniyet ilkesiyle göstergelerin genel olarak uyum içinde olduğunu, özellikle ihtiyaç ilkesi çerçevesinde bazı etik tartışma alanlarının oluştuğu ifade edilebilir. Sağlıkta Dönüşüm Programı'nın sosyal adalet yaklaşımı ile de uyumlu olduğu tespit edilmiştir. Bu bağlamda 1961 Anayasası ile ileri sürülen sosyalizasyon söyleminin bu dönemde gerçekleştirilme yönünde olduğu görülür. Program, genel olarak adalet ilkeleri ile uyumlu bir yerde durmasına karşın, birçok etik problemin tartışmasından kaçınarak doğrudan uygulama safhasına geçtiğini de görmekteyiz. Sonuç olarak adalet veya herhangi etik bir ilke etrafında politikaların tartışılması ve belirlenmesi uygulamada doğru ile yanlış arasındaki çizgileri belirlemeye daha çok yardımcı olacağı açıktır.
The Health Transformation Program which is currently in practice has been examined by considering 2003-2013 data in accordance with the justice principle. The study was occurred by the presupposition that the emphasis of our health policy, which affects all the individuals in our country, must have an ethical framework. Service delivery, financing, expenditure and health indicators at the beginning and end of the period were analyzed according to the principles of need, equality, utilitarianism, and equity which are the principles of justice in medicine. It is possible to say that the program is successful in the framework of subprinciples of main principles. It can be said that the principle of justice, which constitutes the basic philosophy of the program, is generally in conformity with the indicators, and that some ethical discussion areas, especially within the framework of the requirement principle, are formed. It has been determined that the Health Transformation Program is in line with the social justice approach. In this context, it is seen that the socialization discourse put forward by the 1961 Constitution is in the direction of realization in this period. Although the program generally stays in line with justice principles, we see that many ethical problems have been avoided and not discussed but moved towards directly the implementation phase. As a result, it is clear that the discussion and determination of policies around justice or any ethical principle will be more helpful in determining the lines between right and wrong in practice.
