Kızıldeniz ve Basra Körfezi stratejik ve ekonomik açıdan aynı zamanda kutsal toprakların güvenliği bakımından Osmanlı Devleti için büyük bir ehemmiyete sahipti. 17. yüzyılda Avrupa ve İran'la devam eden savaşlar yüzünden Kızıldeniz ve Basra Körfezi'nde Osmanlı Devleti'nin nüfuzu zayıflamıştır. Nüfuzu azalmasına rağmen varlığını diplomatik yollarla sürdürmüş ve kendisine gelebilecek tehlikelere karşı korunmuştur. Osmanlı Devleti'nin gemilerinin Avrupalı devletlerin gemileri karşısında güçsüz ve yetersiz kalması Osmanlı Devleti'ni, Kızıldeniz ve Basra Körfezi'nde var olan nüfuzunu korumaya ve mevcut topraklarını muhafaza etmeye sevk etmiştir. 17. yüzyılda Kızıldeniz, Basra Körfezi ve Hint Okyanusu'nda Portekiz'in dışında İspanya, Hollanda ve İngiltere gibi diğer Avrupalı devletler ortaya çıkmıştır. Batılı güçler, şirketler tesis ederek doğuda ticarete dâhil olmuşlardır. Hollanda, 1602 yılında Hollanda Doğu Hindistan Şirketi'ni kurarak doğuda ticari faaliyetlerine devam etmiştir. Söz konusu Hollanda Şirketi elinde bulundurduğu geniş yetkileri kullanarak geniş alanlara yayılmıştır. Ticaret maksadıyla kurulan şirket kuruluş amacının dışına çıkarak sömürgeci bir güce dönüşmüştür. İngiltere ise, İngiliz Doğu Hindistan Şirketi adı altında Basra Körfezi'nde sömürgeci nüfuzunu sağlamlaştırmaya çalışmış ve bölgede yerel güçlerle ittifaklar yapmıştır. Hollanda ve İngiltere Portekiz'e karşı birer rakip olarak ortaya çıkmıştır. İngiliz ve Hollandalıların karşısında Portekiz'in Basra Körfezi'ndeki üstünlüğü sona ermiştir. Söz konusu çalışma bu bağlamda ele alınacak olup Osmanlı Devleti'nin Kızıldeniz ve Basra Körfezi'ne karşı politikası ve Avrupalı devletlerin kurdukları şirketler üzerinden yaptıkları çalışmalar değerlendirilecektir. The Red Sea and the Persian Gulf are so important for the Ottoman State in terms of the safety of the holy ground, strategy and economy. The prestige of the Ottoman Empire has reduced in the Red Sea and the Persian Gulf because of the ongoing wars with Europe and Iran in the 17th century. Despite its lack of prestige, it continue its presence through diplomatic means and it protects itself against imminent dangers. The ships of the Ottoman State were powerless and inadequate against the ships of the European states, which led the Ottoman State to preserve its existing influence in the Red Sea and the Gulf of Basra and to preserve its existing territory. In the 17th century, other European states such as Spain, Holland and England out of Portugal emerged in the Red Sea, Persian Gulf and Indian Ocean. Western powers established companies, and they went into the business in the east. The Netherlands established the Dutch East Indian Company in 1602 and continued its commercial activities in the east. The Netherland Company has been spread on a large area by using its authority. The company that was established to do business has been turn into a colonial power by misusing it. England, under the name of BritishEast India Company tried to consolidate its colonial influence in the Persian Gulf and made alliances with domestic power in the region. The Netherlands and England emerged as a competitor to Portugal. In the face of the England and the Dutch, superiority of Portugal in the Persian Gulf finished. This study will be considered in this context and policy of the Ottoman State for the Red Sea and the Persian Gulf and studies that European states did in the companies that the European states have established will be evaluated.
