The neo-liberal policies that developed throughout the world after the 1980s brought together the fact of localization. Turkey, arrangements for management of the metropolitan area with the same period in accordance with the decentralization strategy has been put in place. These institutions tried to reinforce the process of institutionalization with the Law no. 5216 on Metropolitan Municipality in 2004 and also in the areas where they served with the responsibilities and duties of the metropolitan municipalities with the laws numbered 5747 and 6360 in 2012 and metropolitan municipalities.
In addition to regulations that expand the areas of duty, authority, responsibility and service of the metropolitan municipalities in 2012, Law No. 6331 on Occupational Health and Safety came into force. Thus, the responsibilities of the Metropolitan Municipalities towards Occupational Health and Safety (OHS) in parallel with the increasing workload along with their duties, powers and responsibilities towards the local people have also increased. Metropolitan Municipalities are organizationally functional organizations. Within this structure, it is very important to organize OHS units in organizational structure within the scope of organizational theories and authority types in order to ensure that OHS legislation is acted in the most appropriate manner.
In this study, operating in Turkey using content analysis and literature analysis methods metropolitan municipalities and its affiliates regarding the institutional structures of the OHS was subjected to evaluation in terms of organization theory and authority types. It has been observed that most of the metropolitan municipalities and affiliates have organized the OHS units in a managerial capacity just below the appropriate expenditure authority for the functional organizational structure.
In this study, as a result, in order to obtain the expected results in metropolitan municipalities in the context of OHS legislation, it has been concluded that OHS units should be structured in the form of units that use authority of the establishment, depending on top management. |
