Bu tezin konusu 1934 skân Kanunu ve bu Kanun'un Türk basınındakiyankılarıdır. Öncelikle, Kanun'un içeri i ve temel hedefleri tartı ılmı tır. 1934öncesindeki Türkiye tablosu ortaya konmaya çalı ılarak sosyal, kültürel ve siyasidurum özetlenerek Kanun'un hazırlanma amaçları netle tirilmi tir. Kanun'un içeri iortaya konulduktan sonra uygulanıp uygulanmadı ı ara tırılmı tır. Son olarak da buyasanın kabulünün ardından Türk basınındaki tartı malara ve bu konu ile ilgilihaberlere ve Türk aydınlarının konuya yakla ımına yer verilmi tir.Ara tırmanın temel kaynakları Yasa ile ilgili zabıt cerideleri, Kanun metni veUmumi Müfetti lerin raporları olmu tur. Kanun'un gerekçesini daha iyi anlamak içinhükümeti en çok u ra tıran sorunlardan biri olan Kürt isyanları'nın tarihi geli imianlatılmı , bu ayaklanmaların skân Kanunu ile ilgili neden-sonuç ili kisi ortayakonmu tur. Dönemin hükümet yetkilileri ve bürokratlarının görü ve raporlarıverilerek yasanın kabulünden sonraki Türkiye tablosu netle tirilmeye çalı ılmı tır1934 skân Kanunu, 30'lu yılların Türkiyesi hakkında ipuçları veren veAtatürk dönemi politikalarını yansıtan özgün bir uygulamadır. Bu çalı ma ile yeniTürkiye Cumhuriyeti'nin nüfusla ilgili sorunları ve bu sorunlara kar ı geli tirilençözümler ana hatları ile bu Kanun çerçevesinde tartı ılmı tır.
The subject of this thesis is the Settlement Code of 1934 and its impacts onTurkish press. Firstly, the fundamental objective of the Code and the content hasbeen argued. By explaining Turkey?s political scenery prior to 1934 andsummarising political, social and cultural situation the rational behind such a Codehas been critisized. Afterwords, whether the Code was implemented has beeninvestigated. Also, a discussion about the impacts of this policy on Turkish societyand political life were argued. Lastly, the opinions of Turkish intellectuals and theargument on Turkish press about the code were examined after the clarification ofthe Code.The major sources of this research are the TBMM discussions on the Code,the text of the Code and the reports of ?General Inspectors?. To clarify the reason ofthe code, a short history of the Kurdish rebellions of that time, which the governmenthad to deal with, was given, so that the correlation between these rebellions andCode of Settlement could be discussed. The reports of the Governmental authoritiesare examined in order to understand what happened in Turkey after the approbationof the Code of Settlement.The Code of Settlement helps to understand Turkey?s political life in 1930?sand is reflecting the policies of Kemalist era. By using this thesis, demographicalproblems of the young Turkish Republic and applications in order to solve theseproblems were generally discussed in terms of the Code.
